About the position

The Technical Project Manager will oversee IT projects within the public sector, focusing on the full project lifecycle, including the migration of complex systems. This role requires a seasoned professional with extensive experience in managing large-scale projects, particularly in government environments, and a strong understanding of various technologies and project management methodologies.

Responsibilities

  • Manage IT projects throughout the full project lifecycle, ensuring timely and budget-compliant delivery.
  • Oversee the migration of large, complex existing systems, with a focus on both mainframe and client-server environments.
  • Create and manage comprehensive project plans utilizing project management tools and methodologies.
  • Perform scope management and implement a disciplined change control process for projects.
  • Manage issues across multiple departments and ensure effective communication with stakeholders.
  • Develop and execute implementation plans and quality assurance processes.
  • Update schedules for day-to-day tracking using project management tools such as MS Project and Excel.
  • Track and analyze metrics relevant to application management.

Requirements

  • 5-6+ years of recent public sector experience in project management.
  • Documented experience managing IT projects, particularly in migrating complex systems.
  • Proven record of delivering projects on time and within budget.
  • Thorough understanding of systems development within Unix and Windows operating systems, Oracle, and/or Microsoft SQL Server.
  • Experience managing projects in a multi-vendor environment.
  • 5 years of experience creating and managing comprehensive project plans.
  • 5 years of experience performing scope management and issues management across departments.
  • 5 years of experience creating and executing implementation plans and quality assurance processes.
  • 3-5 years of experience in verbal and written communication with clients and technical staff in English.
  • Proficiency in project management tools such as MS Project, MS Word, MS Excel, and MS PowerPoint.

Nice-to-haves

  • Current professional certification in Project Management (e.g., PMP certification).
  • Knowledge of the Software Engineering Institute's Capability Maturity Model Integration (CMMI).
  • Understanding of the IT Governance Framework - COBIT.
  • Familiarity with Information Technology Infrastructure Library (ITIL).
