Purpose Under the direction of the Technical Services Director or designee this position is responsible for executing all initiatives and management of Public Works Technical Services Contracts. The person in this position may perform highly technical professional administrative and contract operations work monitor contract and associated project budgets and coordinate with other departments agencies and contractors. Education; Training and Experience Bachelor's Degree in Contracts Management or Project Management or closely related field and five (5) years of experience Contracts; Project Management or Project Administration with four (4) of those years involving management of professional services or operation and maintenance performance contracts on linear or facility projects such as parks, parking areas, sports facilities; performance venues or similar related infrastructure is preferred. OR High School Diploma with ten (10) years of experience in Contracts; Project Management or Project Administration with four (4) of those years involving management or coordination of professional services or operation and maintenance performance contracts on facility projects on linear or facility projects such as parks, parking areas, sports facilities, performance venues or similar building related infrastructure. Experience to also include familiarity with design, construction and maintenance of Buildings, Parks, Sports Facility type projects, and grant acquisition and management is preferred. Must demonstrate construction project manager experience. SPECIAL REQUIREMENT Possession of and ability to maintain a valid Florida Driver's License. ESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Work in a team setting and manage contract performance service and maintain professional services and operations performance contracts and miscellaneous contract related projects as assigned in accordance with all City Purchasing and Administrative Policies. Develop and review contracts and route contracts for approval tasks to include sufficiency of funds certificate requests capital project numbers requests complete agenda packets for Commission approval prepare memorandums obtain price quotes from vendors complete contract review in conjunction with Purchasing and Legal Departments follow through with execution and deliverance of documents carry contract forward through close-out. Maintain records for compliance and audit purposes. Attend various contract project and facility needs coordination meetings construction meetings and Commission meetings. Provides contract liaison assistance and contract budgeting advice to Facility Managers and coordinate work with City Departments and Divisions. Prepare review and monitor contract budgets and provide the Technical Services Director or designee with periodic feedback and status updates. Review and interpret comments on Architectural/Engineering/Mechanical/ Electrical and Plumbing (MEP) Plans. MARGINAL FUNCTIONS Efficiently and effectively utilize computer-based programs to coordinate projects and manage budgets and personnel. Performs other related duties as required. PERFORMANCE APTITUDES Data Utilization: Requires the ability to coordinate manage strategize and/or correlate data and/or information. Includes exercise of judgment in determining time place and/or sequence of operations and referencing data analyses to determine the necessity for revision of organizational and work components. Includes the ability in a team setting to make decisions on procedural and technical levels. Equipment Machinery Tools and Materials Utilization: Requires the ability to operate and control the actions of typical office equipment machinery tools and/or materials requiring creative and timely adjustments. Verbal Aptitude: Requires the ability to utilize a variety of advisory informational and design data, such as Florida statutes administrative code manuals charters rules and regulations. Mathematical Aptitude: Requires the ability to perform business type of mathematical operations involving algebraic and geometric principles to complete calculations. Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation incentive and leadership. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution. Situational Reasoning: Requires the ability to exercise sound judgment decisiveness and creativity in situations involving the evaluation of information against sensory judgmental or subjective criteria where information is not clearly measurable or verifiable. ADA COMPLIANCE Physical Ability: Tasks involve the ability to exert light to medium physical effort in a sedentary environment or while conducting field work. This may involve lifting carrying pushing and/or pulling of objects and materials of light weight (10-20 pounds). Tasks may involve extended periods of time at an office workstation and field work as necessary. Sensory Requirements: Some tasks require skilled oral communications. Environmental Factors: Tasks may risk occasional exposure to extreme heat/cold wetness humidity dust pollen dirt construction hazards etc. on job sites. PERFORMANCE INDICATORS The work performance of supervisory and management personnel for the City of Daytona Beach is routinely evaluated according to the performance criteria outlined as follows: Knowledge of Job: Has thorough knowledge of the methods procedures and policies of the Department as they pertain to the Technical Services Project Manager - Infrastructure Contracts duties. Has thorough knowledge of principles and practices of Contract Management.
