About the position

The position involves supporting the development of Bolivia's NDC implementation plan for the energy, forests, water, and agriculture sectors. The consultant will work under the supervision of UNEP's NDC Action Global Coordinator and will be responsible for delivering various products that analyze existing regulations, governance structures, financial instruments, and progress in implementing NDC targets, particularly in the forestry sector. The role includes stakeholder consultations, workshops, and the integration of findings into a comprehensive NDC implementation plan. The consultant will also support the Senior Project Manager in developing methodologies and facilitating workshops to ensure stakeholder engagement and alignment with national climate change goals.

Responsibilities

  • Elaborate a work plan detailing the expected timeline for delivering all products.
  • Create a database of all documents reviewed and record all meetings and interviews conducted.
  • Ensure timely and coordinated compliance with all products.
  • Integrate updated baseline data, indicators, and methodologies into project deliverables.
  • Provide technical inputs to the APMT during product development and integrate feedback.
  • Support the Senior Project Manager in developing a methodology for the NDC implementation plan.
  • Organize and facilitate a technical validation workshop for the methodology.
  • Collaborate with the NDC 3.0 update team to align indicators with national priorities.
  • Conduct a workshop to train stakeholders on current regulations and operationalization of the Plurinational Mother Earth Fund.
  • Facilitate a validation workshop for the NDC implementation plan.
  • Integrate the final version of the NDC implementation plan into the Partnership's Online Plan tool.
  • Identify synergies between the forestry sector NDC implementation plan and new NDC 3.0 targets.
  • Attend inception workshops and coordination meetings with relevant stakeholders.
  • Support the Senior Manager in preparing narrative progress reports.
  • Ensure high-level coordination with stakeholders in preparing all products.

Requirements

  • Bachelor's degree in Forestry, Agronomy, Environmental Management, Engineering, Environmental Sciences, Biology, Political and Law Science, or a closely related field.
  • Minimum three years of relevant work experience in climate change mitigation and/or adaptation in the forestry sector.
  • Proven knowledge of climate policy, climate finances, institutional arrangements, and/or legal and public policy related to the forestry sector in Bolivia.
  • Experience working with public institutions in Bolivia related to climate change planning and forestry.
  • Experience integrating gender considerations into projects or public policies.
  • Fluency in Spanish and confident in English.

Nice-to-haves

  • Postgraduate degree in Forestry, Environmental Management, Environmental Sciences, Integrated and sustainable management of forests, Climate Change, Economics, Political Science, or a closely related field.
  • Experience in preparing policy and strategy reports for national governments.
  • Experience in the technical review of national reports and relevant international documents.
