ANSER is seeking a semiconductor industry technical specialist to support our work with the CHIPS Research and Development Office (CRDO). In this role, you will provide industry subject matter expertise to support the research, ideation, and development of new programs, program concepts, and technologies to support the developing strategic and technical promotion of the CRDO mission. You will identify and scope research program topics, identify goals, objectives, and metrics for new research programs. You will work across various federal agency alignments including the National Semiconductor Technology Center (NSTC), the National Advanced Packaging Manufacturing Program, the Manufacturing USA Institute(s) focused on semiconductors, and the National Institute of Standards and Technology (NIST) Metrology Program. Day to day includes providing recommendations to mitigate technical risk and potential program impact of failure. You will provide support to advance program directives with reviews and in-depth, expert feedback regarding strengths and weaknesses of research and development proposals including objectives and methodologies. Additionally, you will provide technical expertise to research, analyze, and summarize findings of emerging technologies and associated policy issues. You will review, assess, define, and provide recommendations to mitigate technical and programmatic risk, and provide technical feedback to risk reduction activities as to their benefit and cost. You will also support independent assessments of results of program projects conducted by the funded research performers to help determine risk or risk mitigation strategies. The CRDO research focus areas require extensive subject matter expertise (SME) and familiarity with holders, National and International Standards Development Organizations, and state and federal engagement/activities within the research focus. You will provide support with preparing presentation material to accurately and clearly convey technical and non-technical industry concepts including the development of the annual office strategic plan and preparation of the strategy briefing. Furthermore, you will conduct quantitative analyses of technology/system mission requirements as they pertain to the potential insertion of advanced technologies; evaluate alternatives and trade-offs; costs and benefits; investigate compatibility, interoperability, and integration; and study reliability issues. You will assemble and manage senior advisory panels consisting of highly skilled individuals to provide studies and assessments on a wide variety of systems and technologies. Lastly, you will analyze industry trends, gaps, and investment opportunities, with the purpose of informing senior leaders on grand technology challenges and investment strategies.
