About the position

The Technical Talent Acquisition Manager will play a crucial role in recruiting and retaining a diverse workforce for the Center for Population Health Data Science (CPHDS) at the New York City Department of Health and Mental Hygiene. This position focuses on developing and implementing recruitment strategies to attract highly qualified candidates, supporting the agency's mission to enhance public health systems and promote health equity. The role involves collaboration with leadership and administrative teams to ensure effective hiring processes and onboarding of new employees.

Responsibilities

  • Develop and implement strategy to identify and recruit highly qualified candidates.
  • Work with Admin Senior Personnel Coordinator to maximize use of job boards.
  • Identify possible candidates through LinkedIn and other sites and reach out to them proactively.
  • Develop blurbs for staff to share with their networks, and follow-up on recommendations.
  • Work with academic programs to establish partnerships and share positions.
  • Support hiring managers as needed.
  • Work with Admin and CPHDS leadership to draft job descriptions.
  • Review and rate candidate CVs.
  • Help identify interview panel members.
  • Assist with hiring process and conduct initial phone screens.
  • Assist hiring manager in developing interview questions and candidate rating sheets.
  • Perform reference checks.
  • Work with Admin team to ensure salary parity and ability to transition staff to City lines.
  • Assist with onboarding and welcoming new employees, working with Admin.
  • Create timelines for hiring process, keep people informed, and ensure progress towards goals.
  • Maintain an updated spreadsheet of open positions and status.
  • Ensure coordination between all parties involved.
  • Answer hiring questions from CPHDS team (working with Admin team).
  • Perform other related tasks as needed.

Requirements

  • Bachelor's degree required, preferably in business administration, human resources, or other related field.
  • Experience in technical recruitment, and use of recruitment methods and tools.
  • Proven ability to write job descriptions and prepare interview questions.
  • Experience in organizing and fostering cooperation between staff.
  • Familiarity with public health, data science or health informatics.

  • Strong organization and time management skills; comfortable with multi-tasking.
  • Must be able to work in team settings and collaborate effectively with others.
