About the position

The Workforce Development Manager at the Prairie Island Indian Community is responsible for ensuring compliance with the Tribal Employment Rights Ordinance (TERO) and providing workforce training and employment services to tribal members. This role involves representing the community in negotiations, developing training programs, and maintaining a database of applicants and skills to enhance employment opportunities for tribal members.

Responsibilities

  • Represent Prairie Island Indian Community in negotiations with employers and contractors.
  • Ensure receipt of compliance plans from external contractors and written acknowledgment of the TERO Ordinance.
  • Provide workforce training and employment counseling for tribal members.
  • Develop referral services to connect employers with skilled residents.
  • Establish and maintain a computerized database of applicants and skills.
  • Conduct training on the TERO ordinance to increase awareness of Indian rights regarding employment discrimination.
  • Develop materials in support of the TERO program.
  • Implement policies and procedures for enhanced operations of the department.
  • Investigate complaints and issues of non-compliance with the TERO Ordinance.
  • Issue formal notices of non-compliance to employers and seek informal settlements.
  • Inform Tribal Administration of possible violations.
  • Collaborate with the Project and Initiatives Director on compliance for current and upcoming projects.
  • Ensure confidentiality for all financial and employee/client records.
  • Submit monthly reports to Tribal Administration regarding various employment metrics.
  • Develop an annual budget and maintain financial controls.

Requirements

  • Bachelor's degree and two years of work experience in Career Education, Policy Writing, Tribal Administration, TERO, or Human Resources.
  • Six years of comparable experience or an equivalent combination of education and experience.
  • Comfortable delivering training and speaking to groups.
  • Possess integrity and a dedication to results.
  • Excellent organizational skills and ability to maintain confidentiality.
  • Excellent written and verbal communication skills.
  • Proficiency in using common computer software programs (e.g., Microsoft Word, Excel, Outlook, PowerPoint, Teams).
  • Ability to work independently and effectively with minimal supervision.
  • Ability to work well within the existing team and government structure.
  • Sensitive to Native American Culture.
  • Must pass drug screen and a federal background check.
  • Valid driver's license and proof of insurability.
