About the position

GovCIO is seeking a Test Manager for a newly awarded development program. This full-time, fully remote position involves managing testing operations, leading a team for modernization efforts, and ensuring that products meet specifications through effective testing methods and equipment. The role requires designing test cases, coordinating with developers and end users, and overseeing all test events in a sprint.

Responsibilities

• Manage testing operations and lead a team for modernization efforts.
• Design, develop, and implement testing methods and equipment to ensure product performance to specifications.
• Create test cases and scenarios for test plans.
• Compile data, define required changes, and report defects during the testing process.
• Oversee all test events in a sprint and manage multiple test events with appropriate resources.
• Coordinate with developers and functional end users to create test plans and scripts.
• Review and approve test cases and monitor defect reports as needed.
• Manage the defect database under the guidance of other testers.
• Configure necessary hardware and operating environments for testing.
• Write or assist in developing test plans and procedures for manual and automated testing of integrations and APIs.
• Test Web Services using tools like Ready API, SOAP UI, and Postman API.
• Lead end-to-end Software Testing Life Cycle including defect logging and verification.
• Conduct Functional Testing (System, Regression, and User Acceptance) and 508 Accessibility Testing.
• Perform Database Testing using SQL queries and scripts.
• Create Test Plans, Test Cases, execute Test Scripts, and perform Data Verification and Validation.
• Understand business requirements and map them to user stories and acceptance criteria.
• Use JIRA for maintaining sprint test artifacts and X-RAY for Test execution.
• Analyze Test results, manage defects, and maintain Requirements Traceability Matrix (RTM).
• Work with AWS Cloud and CI/CD tools like AWS CodeDeploy, Jenkins, Maven, Nexus, and GitHub.
• Communicate and coordinate proactively with various internal and external project stakeholders.

Requirements

• Bachelor's degree with 8+ years of experience or commensurate experience.
• Experience leading testing efforts with a remote team of developers and testers.
• Experience in Manual, Integration, Functional, and Automated Testing.
• Proficiency in JIRA, X-Ray, and building test plans and executing tests.
• Experience in 508 Accessibility Testing.
• Strong attention to detail and problem-solving skills.
• Strong verbal and written communication skills.

Nice-to-haves

• Experience with VA and/or other Federal Agencies.
• Demonstrated experience in a remote work environment.
• Well versed in Agile Methodology and the VA Veteran-Focused Integration Process (VIP) project management methodology.
