About the position

The Texas Higher Education Coordinating Board (THECB) is seeking a Senior Technical Project Manager to oversee complex information technology projects within the Information Technology Services (ITS) division. This role involves managing multiple projects, ensuring they align with strategic goals, and fostering a collaborative work environment. The selected candidate will work closely with technical staff and stakeholders to ensure successful project delivery and adherence to budget and quality standards.

Responsibilities

  • Direct, develop, and evaluate a set of projects using accepted project management methodologies.
  • Analyze and document business and functional requirements, translating user needs into concise requirements documents.
  • Oversee multiple projects concurrently, determining resource utilization levels across different projects.
  • Develop project budgets, schedules, work plans, resource requirements, and cost estimates for a set of projects.
  • Implement plans to communicate project methodologies and present to team members and stakeholders.
  • Develop criteria for evaluating programs, proposals, and other project management information.
  • Review and recommend proposals and bids to management.
  • Analyze and monitor project components to identify issues, risks, and opportunities for improvement.
  • Monitor and manage project costs to ensure completion within budget.
  • Monitor and manage project quality to ensure deliverables meet project specifications.
  • Compile and distribute project information, status reports, and budget expenditures.
  • Create procedures and documentation to capture changes in project plans.
  • Determine the optimal resource mix for project delivery and schedule activities accordingly.
  • Initiate multi-agency or enterprise-level projects, demonstrating business need and project feasibility.
  • Participate in various phases of the systems development lifecycle, including requirements analysis and quality assurance testing.
  • Engage in continuous process improvement activities within ITS and the PMO.
  • Utilize Agile systems development methodology to deliver quality products to end users.
  • Document processes, activities, goals, and objectives, developing strategies for enhancement or automation.
  • Drive development of Disaster Recovery plans for assigned projects.
  • Provide stakeholders with timely assessments of project performance.
  • Lead efforts to improve project management processes and mentor other project managers.
  • Coordinate project activities with other state agencies and contractors.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Six years of full-time work experience in systems analysis, design, or project management, managing multiple projects simultaneously, or serving as a team lead.
  • Project Management Professional (PMP) Certification.

Nice-to-haves

  • Bachelor's degree in computer science, management information systems, or a related field.
  • 1+ years using Microsoft Azure DevOps to manage projects.
  • 2+ years of experience as a Lead or Manager in IT program management.
  • 2+ years of experience managing projects using Agile development methodology.
  • 2+ years of experience managing projects utilizing Microsoft Project or other project management software.
  • 2+ years working for a state agency.
