About the position

The Texas Higher Education Coordinating Board (THECB) is seeking a Senior Technical Project Manager to oversee complex information technology projects within the Information Technology Services (ITS) division. This role involves managing multiple projects, ensuring they align with strategic goals, and fostering effective communication among stakeholders. The position requires advanced project management skills and the ability to work collaboratively in a dynamic environment, contributing to the agency's mission of supporting Texas higher education students.

Responsibilities

  • Directs, develops, and evaluates a set of projects using accepted project management methodologies.
  • Analyzes and documents business and functional requirements, translating users' needs into concise requirements documents.
  • Oversees multiple projects concurrently and determines resource utilization levels across different projects.
  • Develops project budgets, schedules, work plans, resource requirements, and cost estimates for a set of projects.
  • Implements plans to communicate project methodologies and presents to team members and stakeholders.
  • Develops criteria for evaluating programs, proposals, and other project management information.
  • Reviews and recommends proposals and bids to management.
  • Analyzes and monitors project components to identify issues, risks, and opportunities for improvement.
  • Monitors and manages project costs to ensure completion within budget.
  • Monitors and manages project quality to ensure deliverables meet specifications.
  • Compiles and distributes project information, status reports, and budget expenditures.
  • Creates procedures and documentation to capture changes in project plans.
  • Determines the optimal resource mix for project delivery and schedules activities accordingly.
  • May initiate multi-agency or enterprise-level projects and demonstrate project feasibility.
  • Participates in various phases of the systems development lifecycle.
  • Engages in continuous process improvement activities within ITS and the PMO.
  • Uses Agile methodology to develop product specifications and deliver quality products.
  • Documents processes and develops strategies for enhancing or automating them.
  • Drives development of Disaster Recovery plans for assigned projects.
  • Provides stakeholders with timely assessments of project performance.
  • Leads efforts to improve project management processes.
  • Serves as a mentor for other project managers.
  • Coordinates project activities with other agencies and contractors.
  • May plan, assign, and supervise the work of others.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Six years of full-time work experience in systems analysis, design, or project management, managing multiple projects simultaneously, or serving as a team lead.
  • Project Management Professional (PMP) Certification.

Nice-to-haves

  • Bachelor's degree in computer science, computer information systems, management information systems, or a related field.
  • 1+ years using Microsoft Azure DevOps to manage projects.
  • 2+ years of experience as a Lead or Manager in IT program management.
  • 2+ years of experience managing projects using Agile development methodology.
  • 2+ years of experience managing projects utilizing Microsoft Project or other project management software.
  • 2+ years working for a state agency.
