About the position

The TOC Program Manager at the Virginia Department of Transportation is responsible for providing leadership and direction for operational programs related to the Traffic Operations Center (TOC) and Safety Service Patrol (SSP). This role involves planning, managing, and overseeing the execution of traffic management plans, ensuring compliance with service level agreements, and coordinating resources to achieve program goals.

Responsibilities

• Provide leadership and direction for assigned operational programs.
• Coordinate, integrate, and manage resources to achieve goals and objectives.
• Plan, manage, and oversee TOC and SSP programs for the Region.
• Ensure that contractual Service Level Agreements are met or exceeded at the regional level.
• Develop, coordinate, and oversee execution of special event, emergency, or planned traffic management plans.

Requirements

• Valid driver's license.
• Experience planning and developing budgets.
• Experience using personal computers and associated peripherals.
• Experience in contract administration.
• Skill in critical thinking and decision-making during emergency situations.
• Ability to communicate effectively orally and in writing.
• Experience analyzing complex data and preparing reports.
• Experience in leadership and management of transportation operations program and staff.
• Experience in transportation engineering, business management, and intelligent transportation systems.

Nice-to-haves

• Experience planning, managing, or supervising a 24-7 emergency operation or dispatch center.
• Experience developing emergency plans and coordinating with state and local police, fire, and rescue services.
• Substantial leadership, program, and human resources management experience.
• Management of highway operations programs and use of traffic management systems.
