About the position

The Portfolio, Program, and Project Analyst plays a crucial role in assisting with the development and administration of RDT&E contracts. This position involves monitoring project performance, reviewing deliverables, maintaining program budgets, and providing support to Portfolio and Program Managers in their engagement with DHS S&T customers. The analyst is responsible for data collection and analysis, routine administrative tasks, and supporting technology transitions to operational customers.

Responsibilities

  • Assist with the development and administration of RDT&E contracts, including solicitation material and source selection reviews.
  • Monitor project performance and review deliverables to ensure goals are met and identify program risks.
  • Maintain and monitor program budgets, gathering and reviewing monthly reporting information from project performers.
  • Organize, direct, and coordinate planning and production of activities associated with assigned task order projects.
  • Support Portfolio and Program Managers in engaging with DHS S&T customers regarding operational capability gaps.
  • Collect and analyze data on user requirements and existing/emerging systems and technologies.
  • Perform routine administrative tasks such as scheduling, writing memos, and maintaining program records.
  • Assist with planning technology transitions to operational customers.
  • Attend meetings and workshops to provide programmatic and technical reviews and record meeting minutes.
  • Support the identification, assessment, evaluation, and testing of technologies and systems.

Requirements

  • Must have an Active Secret Clearance.
  • Bachelor's degree required.
  • 5 years of experience in program management and analytical support.
  • Current Top Secret Security Clearance and eligibility for DHS Suitability.
  • Proficiency in providing program management support to DHS Mission Areas.
  • Experience monitoring project performance and reviewing deliverables.
  • Excellent communication, collaboration, and presentation skills.
  • Proven problem-solving abilities and experience with presentation graphics and spreadsheet tools.
  • Experience providing guidance and consulting services to federal program managers.
  • Ability to work in a dynamic team-oriented environment.
