About the position

The Policy and Strategy Advisor will provide professional services and subject matter expertise to support the US Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) Program. This role involves strategic planning, research, and communication to align program and policy activities with the bureau's strategic priorities.

Responsibilities

  • Utilizes subject matter expertise in Departmental strategic planning processes to draft, revise, and review strategies, plans, and memoranda.
  • Conducts research on emerging trends, threats, and opportunities related to assigned issue areas and INL interests.
  • Conducts reviews and assessments of strategies, budgets, and messaging to make recommendations to advance bureau strategic priorities.
  • Regularly communicates with assigned offices to convey shared vision, priorities, and goals of strategies and related policy guidance.
  • Coordinates bureau involvement in related strategic planning initiatives within the Department or interagency.
  • Supports the development of Congressional reports and produces preparatory materials for Congressional briefings and hearings.

Requirements

  • U.S. Citizen or legal U.S. resident.
  • Secret, Top Secret, or Moderate Risk Public Trust (MRPT) certification required.
  • Bachelor's degree from an accredited institution.
  • Demonstrated experience with State Department strategic planning processes.
  • General knowledge of criminal justice reform, transnational crime, anticorruption, and the rule of law.
  • Ideally, experience in natural resource crime policy or international counternarcotics programming.
  • 7 years of experience in international narcotics and law enforcement capacity building programming.
  • Familiarity with U.S. national security priorities.
  • Ability to communicate effectively with a wide range of audiences.
  • Demonstrated ability to provide advice and guidance regarding analysis interpretation.

Nice-to-haves

  • Experience in foreign capacity building programming.
  • Knowledge of key concepts related to international narcotics and law enforcement.
