About the position

The Texas Parks and Wildlife Department (TPWD) is seeking a Purchaser III (Media and Marketing Procurement Specialist) to join our team in Austin, TX. This position plays a crucial role in managing and overseeing the procurement processes for media communications and marketing needs within the department. Under the direction of the Communications Division Budget Coordinator Manager, the Purchaser III will be responsible for complex purchasing and procurement work, which includes managing various reports and providing technical assistance and guidance to staff on proper procurement processes and procedures. The role requires a proactive approach to support and oversight of the Media Communications and Marketing staff, ensuring that all procurement and contracting needs are met efficiently and effectively. The Purchaser III will be involved in the development, management, and evaluation of a broad range of procurement activities, including the utilization of the agency procurement card. Responsibilities will also encompass contract management services for Memorandum of Agreements (MOAs), acting as a liaison between the Division Budget Coordinator, the central Purchasing and Contracting branch, and program staff. This position operates under general supervision, allowing for moderate latitude in the use of initiative and independent judgment. Additional duties may be assigned as necessary, and compliance with all agency, division, and branch rules, regulations, and procedures is expected. The ideal candidate will have a strong background in procurement and contract support, with a focus on the procurement of goods and services. They should possess excellent communication skills, negotiation abilities, and a solid understanding of state procurement policies and procedures. The position requires a high school diploma or GED, with a preference for candidates holding a Bachelor's degree in Business, Public Administration, or a closely related field. Experience in state contracting and procurement, particularly within Texas, is highly desirable. The successful candidate will be expected to maintain required licenses and certifications, including the Certified Texas Contract Developer (CTCD) certification, within specified timeframes. Responsibilities

  • Manage complex purchasing and procurement work for media communications and marketing needs.
  • Provide technical assistance and guidance to staff on procurement processes and procedures.
  • Support and oversee Media Communications and Marketing staff in procurement and contracting needs.
  • Develop, manage, and evaluate procurement activities, including the use of the agency procurement card.
  • Provide contract management services for Memorandum of Agreements (MOAs).
  • Act as a liaison between the Division Budget Coordinator, central Purchasing and Contracting branch, and program staff.
  • Comply with all agency, division, and branch rules, regulations, and procedures.

Requirements

  • High school diploma or GED required.
  • Two years of experience providing procurement and contract support.
  • Experience in the procurement of goods and services.
  • Experience in solicitation and specification writing or development.
  • Must possess or be able to obtain a valid State driver's license within 30 days of employment.
  • Must complete the State of Texas Basic Publishing Purchasing training within three months of employment.
  • Must obtain a Certified Texas Contract Developer (CTCD) certification within one year of employment.

Nice-to-haves

  • Bachelor's degree in Business, Public Administration, or a closely related field.
  • Three years of experience in State of Texas contracting and procurement.
  • Experience with statewide Term Contracts, TXMAS contracts, and Open Market processes.
  • Familiarity with the Texas statewide purchasing system.
