About the position

Under limited direction, to lead, supervise, and manage the Trails work group's Stewardship and Volunteer Project Program emphasizing trail maintenance, within a department-wide context that supports all chartered land uses and open space purposes; primarily to deliver work as a working supervisor with 40-75% supervisory work; to provide direction to staff throughout the department in the area of trail maintenance and volunteerism; to provide research, analysis, consultation, technical assistance, and management to protect and enhance passive recreation on OSMP properties; to collaborate as a team member of the Trails work group and the Trails and Facilities Service Area; and to perform related duties as required.

Responsibilities

  • Leads, manages, directs, and informs Trail Maintenance and Volunteer Trail Project program staff.
  • Supervises and provides direction to program staff, typically Program Leads, crew leaders, temporary and seasonal workers doing highly complex work.
  • Creates a respectful, trusting, and supportive environment.
  • Proactively and positively communicates city and department initiatives to program staff.
  • Develops work plans for staff and crews to accomplish program goals.
  • Leads and mentors program staff based on principles of empowerment, listening, standards of excellence, city and department values, community connections, and responsiveness.
  • Establishes work priorities to ensure that standards, and departmental needs are met.
  • Recognizes the needs of staff, coaches them, and seeks training and experiential opportunities to help develop skills and capacity.
  • Conducts annual performance evaluations for regular staff and, as appropriate, for temporary and seasonal staff, ensures required training needs are being met, and manages personnel and operating budgets.
  • Develops and ensures contractor compliance with contract terms.
  • Works with staff to encourage all staff to become leaders in their roles in the department.
  • Oversees and manages the implementation of the Stewardship and Volunteer Project Program.
  • Provides vision, goals, detailed plans, motivation, and delivery for the program.
  • Assigns, coordinates, and supervises employees, volunteers, and other agency personnel in performing program work.
  • Oversees a range of work including research, design, management, and monitoring.
  • Builds effective alliances with other department service areas, city departments, local, state and federal agencies and public interest groups.
  • Develops client relationships and provides exceptional customer service.
  • Manages capital and operating budgets associated with the program and related projects.
  • Provides strategic advice and technical guidance for management plans, stewardship plans, land use plans, and project designs.
  • Develops and offers advice and objectives for inclusion in department plans.
  • Collaborates with department staff to develop, train, and implement best management practices.
  • Performs public and staff information activities including applicable liaison roles.

Requirements

  • Ability to establish and maintain effective working relationships with employees, departments, governmental agencies, user group organizations and the public.
  • Ability to prepare effective written reports and public presentations.
  • Ability to lead the response to issues which may have significant but usually short-term impact on processes or stakeholder groups.
  • Ability to express ideas effectively, organize and deliver information appropriately.
  • Ability to work effectively as a member of formal and informal teams.
  • Ability to plan and coordinate the work of others.
  • Ability to meet deadlines with minimal supervision.
  • Ability and willingness to attend evening meetings and work early or late hours as necessary for field work.
  • Knowledge of ArcGIS and Microsoft Office.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, personnel management, leadership technique, and coordination of people and resources.
  • Valid driver's license and ability to maintain an acceptable motor vehicle record.

Nice-to-haves

  • Advanced degree in Recreation Ecology, Recreation Resources Management, Environmental Studies/Science, Natural Resource Management, Parks and Protected Area Management, Parks Management, Human Dimensions, Construction Management, Public Land Management or Landscape Architecture or related field.
  • Knowledge of trail design, construction and maintenance techniques and recreational activities in the Colorado Front Range.
  • Skills at a proficient level with ArcGIS.
