About the position

The Learning and Organizational Development Business Partner will be a part of the broader HR team. A critical member of the HR Team, the Learning and Development Business Partner is responsible for designing, implementing, and managing innovative and high impact learning and development programs for Precinct One. This person will also establish employee engagement programs and strategies that shape the employee experience, build high performing teams, promote equity and positive work culture across all divisions. As part of the organizational development work, the L&OD business partner will create and review climate surveys, consult with divisional partners to design and develop customized learning engagements and evaluate programs-based on set objectives. This individual must have the mental agility to be both a strategic thinker and a tactical leader, capable of understanding and communicating initiatives as well as meeting project timelines and objectives.

Responsibilities

  • Work with Divisional and Subdivisional leaders to anticipate and identify talent needs created by attrition and future growth to 'Build the Bench' and create succession plans.
  • Develop development assessments to identify key talent; based on assessment results, create individualized learning paths and development plans with progress to be measured at defined intervals.
  • Work with the HR Director, design, develop and implement a performance appraisal process that will occur at regularly scheduled intervals.
  • Design, develop, manage, and administer Manager-in-Training and Manager development programs.
  • Work closely with Divisional and Subdivisional leaders to identify gaps in productivity, performance, and service, translating the organizational needs into learning and development solutions/strategies.
  • Recommend targeted training and coaching solutions to build individual and team competence, build impactful programs/processes that link to individual development, increased performance, team member satisfaction; lead and measure their successful execution.
  • Work with the HR Director to design, development, and delivery of training programs to drive functional capability for new hires, existing team members, emerging leaders, and leadership within all areas of Precinct One.
  • Work with HR Director to establish standardized learning experiences to ensure newly hired and current team members are fully prepared to successfully perform their job responsibilities.
  • Working with Divisional and Subdivisional leaders to establish annual training budget to include trainings, coaching, certifications, and licensures planned for the upcoming year.
  • Source, design, develop, and implement a Learning Management System (LMS) and related digital technologies for the delivery of existing and future training programs; use tools that motivate and engage learners and learning across a diverse landscape.
  • Work with HR Director to drive the process of developing standardized training curriculum and Human Resources Standard Operating Procedures for all critical processes.
  • Develop measures and processes to continually assess transfer of knowledge and content/program effectiveness (ROI).
  • Conduct organizational needs assessments to identify opportunities and drive desired changes and outcomes.
  • Maintain all employee records of training and track dates when applicable certifications expire.
  • Leverage market research for learning innovations, new technologies, and benchmarks to create and deploy best practice learning experiences.
  • Perform all other duties as assigned.

Requirements

  • Bachelor's degree in Organizational Development, Human Resources Management, Human Resources Development, Business Management, or a related field of study from an accredited college or university.
  • Seven (7) years of experience assessing, designing, developing, implementing, and evaluating diverse learning solutions.
  • Three (3) of those years should be in a supervisory or management capacity.
  • Experience successfully navigating a complex environment utilizing strong communication skills.
  • Displays the highest level of customer service by providing timely and effective solutions to applicants, employees, and managers.
  • Demonstrated ability to build rapport, develop relationships and establish credibility and trust.
  • Ability to navigate sensitive situations and maintain a high degree of confidentiality.
  • Superior critical thinking skills, attention to detail, prioritization, and organizational skills, with ability to multi-task.
  • Must be able to manage and implement business unit wide programs, processes, and initiatives, ensuring proper communication and effective change management, independently and successfully.
  • Excellent active listening, consultative, negotiation and presentation skills.
  • Demonstrates a healthy balance of people orientation, drive for results, and analytical skills.
  • Analyzes staffing trends, key metrics, and compliance requirements to develop and implement strategies for employee retention.
  • Leverages reports (i.e. turnover, exit surveys results) to assist in workforce planning.
  • Must be willing to travel throughout Precinct One and Harris County to offices and jobs sites.
