About the position

The Transfer Program Advisor (Natural Resource Specialist 4) at the Oregon Water Resources Department is responsible for leading and implementing the transfer program, ensuring compliance with Oregon water laws and administrative rules. This role involves providing technical assistance, monitoring program effectiveness, and collaborating with various stakeholders to solve complex problems in water management. The advisor will also support and guide transfer caseworkers, analyze and interpret laws and policies, and serve as an expert witness in contested case hearings.

Responsibilities

  • Lead and implement the transfer program efficiently and effectively.
  • Review and evaluate program materials and documents created by transfer staff.
  • Recommend approval or denial of transfer applications and prepare reports and orders.
  • Identify and provide assistance on policy issues related to the water right transfer program.
  • Serve as the agency's expert witness in transfer-related contested case hearings.
  • Collaborate with transfer caseworkers and other program staff to ensure coordinated decision-making.
  • Perform analysis and research, interpreting laws, rules, and policies related to water management.
  • Respond to inquiries from the public and other interested parties regarding program policies and regulations.

Requirements

  • Four years of experience in water resources, hydrology, government policy work, or complex program management.
  • At least one year of experience at a technical or professional level in a natural resource program.
  • A bachelor's degree in a natural resource area, or three additional years of related experience.
  • A master's degree in a natural resource area may substitute for up to one year of required experience.
  • A Doctorate degree in a natural resource area may substitute for up to two years of required experience.
