About the position

The Transit Operating Project Manager - Northern is responsible for managing public transportation operating assistance projects and ensuring compliance with fiscal documents for grantees in northern Illinois. This role involves providing technical assistance to urban and rural communities, overseeing grant-related issues, and ensuring adherence to federal and state program requirements. The position also includes daily oversight, reporting, analysis, and investigations related to state and federal operating grant assistance programs.

Responsibilities

  • Manage projects and oversee compliance of public transportation operating assistance fiscal documents for grantees.
  • Assist grantees in developing grant applications, contracts, payment requisitions, audit schedules, and data reporting requirements.
  • Evaluate operating grant application documents, including budgets, to assess merit and identify deficiencies.
  • Prepare correspondence and documents necessary for managing applications and grants.
  • Monitor project activities and provide guidance on compliance with grant requirements.
  • Perform site reviews and prepare written compliance reports.
  • Evaluate requests for payment for accuracy and ensure conformity with approved grant requirements.
  • Maintain thorough and accurate records, manage data, and ensure records retention according to departmental policies.
  • Participate in the annual review and update of internal transit procedure manuals.
  • Maintain current knowledge of federal and state program compliance requirements.

Requirements

  • Bachelor's degree in business or public administration, accounting, finance, management, planning, project management, applied business and technology solutions, business analytics, communications, or equivalent experience.
  • Two years of college plus two years of experience in transportation system administration, grant management, project management, or transit data analysis, or equivalent experience.
  • Six years of experience in transportation system administration, grant management, project management, or transit data analysis.

Nice-to-haves

  • Experience with financial management and general accounting principles.
  • Knowledge of FTA grant programs.
  • Understanding of the United States Department of Transportation Code of Federal Regulations Uniform Federal Grant Guidance.
  • Strong oral and written communication skills.
  • Strong interpersonal and organizational skills.
  • Proficiency in Microsoft Word, PowerPoint, Excel, TEAMS, Zoom, and WebEx.
