About the position

The Transit Operating Project Manager - Southern (Technical Manager III) is responsible for overseeing project management and compliance for public transportation operating assistance applications, budgets, contracts, and payment requisitions in southern Illinois. This role involves assisting urban and rural communities with grant-related issues, ensuring compliance with federal and state program requirements, and supporting the Section Chief in managing daily operations and compliance activities related to state and federal operating grant assistance programs.

Responsibilities

  • Assist and direct grantees in the timely development of grant applications, contracts, and payment requisitions.
  • Evaluate operating grant application documents to assess merit and identify deficiencies.
  • Prepare correspondence and documents necessary for the management of applications and grants assigned to the incumbent.
  • Monitor all project activities and provide guidance on compliance with all grant requirements.
  • Evaluate requests for payments for accuracy and ensure conformity with the approved grant requirements.
  • Maintain thorough and accurate records, data entry, data management, and records retention in accordance with departmental policy and procedures.
  • Participate and contribute to the annual review and update of the internal transit procedure manuals.
  • Maintain current knowledge of federal and state program compliance requirements.

Requirements

  • Completion of a bachelor's degree majoring in business administration, accounting, communications, finance, management, urban planning, or public administration.
  • Completion of two years of college plus two years of experience with transportation operations, grant or contract administration, project management, transit data analysis, or a combination thereof.
  • Six years of experience with transportation operations, grant or contract administration, project management, transit data analysis, or a combination thereof.
