About the position

The Engineer III - Transmission Operations role involves providing technical consulting to the Transmission Operations Department through engineering analysis to ensure the integrity, reliability, and safe operation of OPPD's Transmission System. The position requires compliance with NERC Operating Reliability Standards and involves analyzing and tracking Transmission outage data, conducting planned outage analysis, and preparing operational guides. The incumbent will work closely with internal and external customers, providing expert technical advice and outstanding customer service while participating in local and regional operations committees.

Responsibilities

  • Provide technical consulting to the Transmission Operations Department through engineering analysis.
  • Ensure the integrity, reliability, and safe operation of OPPD's Transmission System.
  • Ensure compliance with applicable NERC Operating Reliability Standards.
  • Analyze and track Transmission outage data.
  • Conduct planned outage analysis, scheduling, and coordination.
  • Prepare operational guides to address constrained electric facilities.
  • Work with internal and external customers in a technical advisory capacity.
  • Provide planning, engineering, and construction departments with expert operations technical advice.
  • Collaborate with Key Account Executives, Field Supervisors, and Corporate Communications to provide outstanding customer service.
  • Participate on local and regional operations committees when applicable.
  • Prepare operating guides for constrained Transmission facilities.
  • Work with OPPD's Reliability Coordinator and T&D System Planning to ensure reliable operations.
  • Recommend operating criteria and system improvement projects.
  • Provide technical support for real-time Transmission operations including outage analysis and power flows.
  • Perform analysis to determine EMS alarms criteria, accuracy, and response.
  • Provide leadership in procedure writing and audit preparations.
  • Utilize and develop knowledge of analytical operating tools for power system analysis.
  • Team with EMS, IT, and other groups in the development of software tools and computer models.
  • Implement new technologies including TOA and EMS Network Applications.
  • Perform outage scheduling and coordination with regional entities and adjacent Transmission Operators.
  • Track, analyze, and correct transmission outage data for reporting and process recommendations.
  • Participate in planning and scheduling of switching functions.
  • Maintain 24-hour availability for technical assistance and emergency response.
  • Support operational investigation of switching incidents.

Requirements

  • Possess an ABET accredited Bachelor of Science degree in Electrical Engineering.
  • Four (4) years of equivalent engineering work experience; a Master's degree may be considered for up to two years of experience.
  • Ability to perform complex engineering tasks and intricate studies.
  • Demonstrate a working knowledge of electrical engineering or electrical power engineering.
  • Excellent analytical, computer, and written/oral communication skills.
  • Valid Driver's license.
  • NERC Operator Certification is required within one year of employment.
  • Manage a 24/7 on-call rotating shift in support of the Transmission System Operator.

Nice-to-haves

  • Familiarity with Electric Utility Operations, Planning, Design, and Construction Practices.
  • Ability to obtain Professional Engineer License is preferred.
  • An MSEE is desirable.
