The Transportation Engineering Technician III position at the South Carolina Department of Transportation involves a range of responsibilities focused on ensuring the quality and compliance of asphalt production within District 6. The technician will perform plant reviews and inspections at various asphalt plants, ensuring that the production of asphalt mixes adheres to contract specifications. This role requires monitoring the sampling and testing procedures conducted by contractors to ensure they meet the Quality Assurance (QA) Specification requirements. The technician will also conduct assurance sampling and testing on asphalt mixes to validate the contractors' tests, entering all materials sampled into AASHTOWare and SiteManager. In addition to inspections, the technician will maintain comprehensive project records for asphalt production, complete and review daily plant inspector reports for accuracy, and analyze paperwork to identify trends and potential issues in mix production. The role includes distributing daily pay factors to the Resident Construction Engineer (RCE) to facilitate prompt payments to contractors and monitoring asphalt plant production to identify and address potential problems. The technician will regularly verify aggregate supplies, material delivery, and heating components, making recommendations for corrective actions on minor issues. Collaboration is key in this position, as the technician will work closely with the District Asphalt Manager and contractors to troubleshoot persistent or major production problems. Site visits to roadway locations will be necessary to assist construction offices with asphalt-related issues, compile site reports, and provide recommendations to roadway inspectors. The technician will also be responsible for reporting any problems encountered during site visits to the District Asphalt Manager and assisting construction offices in compiling asphalt test results and reports under QA Specifications. This role may also involve researching contracts to determine applicable specifications for asphalt quality assurance purposes and interpreting contract plans to gather data for adequate sampling projections.
