About the position

The Transportation Engineering Technician III position at the South Carolina Department of Transportation involves a range of responsibilities focused on ensuring the quality and compliance of asphalt production within District 6. The technician will perform plant reviews and inspections at various asphalt plants, ensuring that the production of asphalt mixes adheres to contract specifications. This role requires monitoring the sampling and testing procedures conducted by contractors to ensure they meet the Quality Assurance (QA) Specification requirements. The technician will also conduct assurance sampling and testing on asphalt mixes to validate the contractors' tests, entering all materials sampled into AASHTOWare and SiteManager. In addition to inspections, the technician will maintain comprehensive project records for asphalt production, complete and review daily plant inspector reports for accuracy, and analyze paperwork to identify trends and potential issues in mix production. The role includes distributing daily pay factors to the Resident Construction Engineer (RCE) to facilitate prompt payments to contractors and monitoring asphalt plant production to identify and address potential problems. The technician will regularly verify aggregate supplies, material delivery, and heating components, making recommendations for corrective actions on minor issues. Collaboration is key in this position, as the technician will work closely with the District Asphalt Manager and contractors to troubleshoot persistent or major production problems. Site visits to roadway locations will be necessary to assist construction offices with asphalt-related issues, compile site reports, and provide recommendations to roadway inspectors. The technician will also be responsible for reporting any problems encountered during site visits to the District Asphalt Manager and assisting construction offices in compiling asphalt test results and reports under QA Specifications. This role may also involve researching contracts to determine applicable specifications for asphalt quality assurance purposes and interpreting contract plans to gather data for adequate sampling projections.

Responsibilities

  • Perform plant reviews and inspections at asphalt plants throughout District 6.
  • Ensure production of asphalt mixes are in conformance with contract specifications.
  • Monitor the sampling and testing procedures of the contractor to ensure compliance with QA Specification requirements.
  • Perform assurance sampling and testing on asphalt mixes to compare with contractors' tests.
  • Enter all materials sampled into AASHTOWare and SiteManager.
  • Maintain project records for asphalt production at asphalt plants in District 6.
  • Complete and review daily plant inspector reports for accuracy and completeness.
  • Review all paperwork to identify trends and developing problems with mix production.
  • Distribute daily pay factors to RCE to ensure prompt payment is made to contractor.
  • Monitor production of asphalt plants to identify potential problems.
  • Verify/check aggregate supplies, material delivery, heating components, etc. on a regular basis.
  • Make recommendations to contractor for corrective action on minor problems.
  • Work with District Asphalt Manager and the contractor to troubleshoot persistent or major production problems.
  • Visit roadway sites to assist construction offices with any asphalt issues.
  • Compile site reports to identify any potential problems or areas needing improvement.
  • Assist roadway inspector if needed on any roadway issues.
  • Make recommendations to roadway inspectors of any problems noted.
  • Report to District Asphalt Manager any and all problems or situations encountered during site visits.
  • Assist construction offices in District with compiling asphalt test results and reports under QA Specifications.
  • Research contracts for the determination of applicable specifications for asphalt quality assurance purposes.
  • Read and interpret contract plans, gather data to project number of adequate samples required for the entire project.
  • Perform other related duties as assigned.

Requirements

  • A high school diploma and two (2) years of progressively responsible engineering technician related experience; or an approved acceptable equivalence.
  • Attainment of a Technician Certification in accordance with the SCDOT Technician Certification Policy may substitute for six (6) months of directly related experience.
  • A motor vehicle operator's license is required.
