About the position

The Office of the Assistant Secretary for Aviation and International Affairs (X1) is responsible for the analysis, development, articulation, and review of policies, programs, and plans for economic issues in domestic aviation and international transportation. This is done in conjunction with the Office of International Transportation and Trade (X20), the Office of International Aviation (X40), and the Office of Aviation Analysis (X50). The position of Transportation Industry Analyst involves analyzing and monitoring the transportation industry's operating and competitive structures, reviewing orders and licenses for carriers' services, assisting in the development of testimonies for congressional hearings, and participating in conferences with transportation industry representatives. The ideal candidate will be a seasoned, motivated, and self-reliant professional with expertise in civil aviation and/or international transportation/trade program practices.

Responsibilities

  • Analyze, monitor, and develop long-term views of the transportation industry's operating and competitive structures regarding transportation cost, fares, service, contracts, agreements, traffic trends, and/or proposals.
  • Review orders and licenses for carriers' services prepared by the U.S. and Foreign governments to ensure consistency with the provisions of bilateral agreements and the state of the transportation relationship.
  • Assist in development or prepare testimonies for congressional hearings on transportation issues, DOT decisions, positions, and policies with respect to the transportation industries regulatory recommendations and requirements.
  • Participate in conferences with transportation industries representatives to resolve difficult transportation industry issues to ensure that stakeholders receive services and contracts that are rendered properly.
  • Conduct in-depth analyses and provide advice to Departmental Officials which form the basis for establishing regulatory policies affecting the transportation industry.

Requirements

  • Must be a U.S. citizen and meet specialized experience to qualify.
  • Experience performing data analysis, developing background information, or evaluating trends of operating or competitive structures of the civil aviation and/or international transportation/trade industry issues.
  • Experience preparing written documents such as reports, issue papers, and briefing materials using transportation industry economic or financial data.
  • For GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, or a combination of education and experience.
  • For GS-12: Experience evaluating proposals/requests or policy issues impact or performing qualitative and quantitative data analysis.
  • For GS-13: Experience in civil aviation and/or international/trade industry operations or competitive structures.

Nice-to-haves

  • Knowledge of transportation industry regulatory controls, customs and competitive practices of carriers, and carrier operations, services, and facilities.
  • Knowledge of methods, techniques, and tools used to analyze program, organizational, and mission performance.
  • Understanding of local, national, and international policies and trends that affect the organization.
  • Ability to persuade others to accept recommendations and negotiate mutually acceptable solutions.
  • Effective communication skills, both written and verbal.
