About the position

This position is located in the Bureau of Trade Analysis (BTA), Office of the Managing Director (OMD), Federal Maritime Commission (FMC or Commission). The Bureau plans, develops, and administers programs and activities in connection with competitive practices of ocean common carriers, marine terminal operators, and ocean transportation intermediaries as reflected, where appropriate, in their agreements, tariffs, and service contracts in the foreign commerce of the United States.

Responsibilities

  • Conduct complex analytical research pertaining to emerging industry trends, and prepares spreadsheets, visualization tools or other work products.
  • Perform analytical, evaluative, advisory, or similar work pertaining to the regulation of the ocean shipping industry regarding the operations, activities, economics, and industry practices of liner operators and marine terminal operators.
  • Identify and resolve complex maritime issues using an advanced knowledge of ocean transportation, economics, statistics, law and business management.
  • Prepare correspondence concerning shipper/carrier inquiries that reflect applicable statutory and regulatory requirements and convey accurate guidance.
  • Develop policy recommendations and proposed regulatory changes associated with rulemaking proceedings, as well as drafting memoranda/briefing documents on behalf of BTA management.

Requirements

  • Must be a U.S. Citizen.
  • A 1-year probationary period is required.
  • Must be able to obtain and maintain a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • FMC participates in E-Verify.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
  • May be required to obtain and use a government-issued charge card for business-related travel.
  • May be required to file a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

  • Researching, analyzing, and drafting sections of annual reports, agency budgets, performance, and accountability reports, as well as providing input to external reports.
