About the position

The City of Mansfield is seeking a qualified individual for the position focused on Transportation Planning, Capital Improvement Planning, and Development Review. The role involves providing input and assistance with planning the city's roadway network, managing capital improvement projects, and ensuring safe and multimodal transportation infrastructure. The position requires collaboration with various departments and external agencies to facilitate effective transportation planning and project implementation.

Responsibilities

  • Provide input and assist with planning Mansfield's roadway network including all aspects of the city's Master Thoroughfare Plan, Roadway Impact Fee Capital Plan and future mobility plans.
  • Manage capital improvement projects to ensure proper processes, design and construction to ensure a safe, accessible, and highly multimodal roadway system.
  • Conceptual design and review and assist in implementation of all types of transportation projects including roadway reconstruction, intersection improvements, pedestrian safety and enhancement, bikeways, traffic signals, and other projects.
  • Investigate, review, and create conceptual designs that address issues identified from stakeholder concerns and requests.
  • Perform detailed review of construction plans, temporary traffic control plans, specifications, and estimates for transportation-related projects.
  • Conduct consultant selection procedures, including scope, definition, bidding, negotiation, and contract preparation and project administration.
  • Assist with planning for the Roadway Capital Improvement Program.
  • Coordinate with the Street Operations Department for matters including CIP project planning and implementation.
  • Pursue and manage funding for capital projects through federal, state and other granting agencies.
  • Responsible for facilitating coordination with developers and review and comment on development plans and traffic impact studies in coordination with Planning and Development.
  • Review of temporary traffic control plans and provide transportation engineering support for private development projects.
  • Assist in developing Engineering rules, regulations, design criteria and standards including those addressing the development of complete streets.
  • Review, recommend and implement transportation engineering improvements including changes to and application of City standards.
  • Prepare written reports and make presentations to the City Council, subcommittees, and external agencies as necessary.
  • Provide transportation engineering support to other departments in the city.
  • Coordinate with other agencies (TxDOT, NCTCOG (local MPO), etc.) on transportation planning and transportation improvement project implementation.

Requirements

  • Thorough knowledge of transportation and roadway infrastructure planning, design, plan review, cost estimating and construction.
  • Ability to review plans and specifications and set priorities aligned with policy goals.
  • Ability to make effective presentations and communicate effectively.
  • Ability to work well with city staff in other departments, consultants, contractors, other government agencies, and the public.
  • Ability to communicate effectively orally and in writing about both technical and non-technical matters.
  • Skill in analyzing and evaluating major projects, studies, policies, and procedures to develop recommendations for improvements relative to City of Mansfield's accepted standards and specifications.
  • Bachelor of Science in Civil Engineering, Transportation Engineering, Traffic Engineering, or related field.
  • Five or more years of increasingly responsible experience in transportation engineering design, analysis, review, or study preparation.
  • Licensed as a professional engineer in the State of Texas or ability to obtain license within six months.

Nice-to-haves

  • Significant experience in transportation and/or traffic engineering.
  • Familiarity and experience with New Urbanism and complete streets for all users including pedestrians, bicyclists, and future transit operations.
  • Familiarity and experience with related publications and guidance documents from NACTO, ITE and ASSHTO.
  • Knowledge and understanding of transportation engineering best practices using current design guides and manuals including the Manual on Uniform Traffic Control Devices.
  • Strong analytical skills to interpret and draw conclusions from a variety of data sources including but not limited to crash reports, traffic volumes, traffic speeds and other geo-spatial data sets.
  • The ability to communicate with a variety of stakeholders, community members and agency partners.
  • Knowledge of the principles and practices of civil engineering related to the preparation of plans and specifications of various projects with emphasis on traffic and transportation engineering.
