About the position

The Transportation Operations Administrative Analyst at the University of California, Santa Cruz, plays a crucial role in enhancing the operational efficiency of the Transportation and Parking Services (TAPS) department. Under the supervision of the Assistant Director of Transportation and Transportation Demand Management (TDM), this position is responsible for designing and implementing solutions that improve data quality, processes, and documentation for various TAPS programs, including the vanpool program, charter program, and disability van service. The analyst will engage in operational analysis, documentation, reporting, and administrative oversight, ensuring that all programs run smoothly and effectively. The role involves a significant amount of operational analysis, where the analyst will provide insights into complex data and systems, working closely with managers to identify areas for improvement. This includes analyzing yard flow, dispatch duties, fleet coordination, and designing efficient routes and schedules. The analyst will also lead the technology administration for transit operations, ensuring that all software and equipment are utilized effectively. Additionally, the position requires the development and maintenance of documentation procedures, including standard operating procedures and reports, to ensure that all processes are well-documented and easily accessible. In terms of administrative oversight, the analyst will supervise staff in executing improvements and new solutions, manage daily operations for various transportation services, and coordinate training and troubleshooting with software vendors. The role also includes supporting recruitment processes and onboarding for new employees. This position is essential for maintaining the high standards of service expected from TAPS and ensuring that all transportation programs align with the university's mission of academic excellence and public service.

Responsibilities

  • Provides analyses for operations data, systems and projects, which are complex in nature and diverse in scope.
  • Works directly with all levels of managers and provides guidance, research, and support to TAPS leadership.
  • Analyzes the efficiencies of yard flow and yard management, dispatch duties, fleet coordination, designing routes, schedules, and bids to provide improvement recommendations and how to implement changes.
  • Leads technology administration of and reporting/data feeds from softwares related to transit operations, commuter benefits, and other programs.
  • Sets up parameters on how to manage the proper application of select technology and equipment, including but not limited to tablets, phones, driver ID tokens, radios and other equipment.
  • Works with managers to establish procedures, practices and work methods to improve efficiency and effectiveness of administrative functions based on research of best practices in the industry.
  • Conducts post-implementation analysis to determine the need for further enhancements, finer distinctions and/or additional process/policy components.
  • Develops and maintains transportation and TDM documentation procedures, including file management, standard operating procedures and work instructions.
  • Prepares and manages reports, manuals, meeting minutes, presentations and other documents, forms, surveys using various softwares such as Docusign and Google Suite.
  • Supervises staff in the execution of created improvements to and new solutions for practices and procedures.
  • Oversees daily administrative operations for the vanpool, charter and disability van service programs.
  • Oversees management of transportation demand management (TDM) program codes, bicycle helmet distribution, transit vouchers, pre-tax commuter benefits and other items.
  • Leads the coordination and scheduling of training, customization and troubleshooting of software technologies with vendors.
  • Works with recruitment software platforms to provide administrative support throughout the hiring process and employee onboarding and orientation.

Requirements

  • Bachelor's degree in related area and/or equivalent experience/training.
  • Demonstrated experience in administration and/or program development.

  • Excellent analytical skills with experience drawing conclusions, making recommendations, and being detail oriented in proofreading, editing and formatting and checking spreadsheet formulas and raw data entries.
  • Demonstrated software skills with the ability to produce tables, charts, surveys, forms, reports and other documents in Office suite, Google suite, Tableau, Asana, Docusign or other similar softwares.
  • Experience with report preparation methods, practices, and procedures.
  • Knowledge of basic data collection and compilation techniques, document formatting techniques, automated and manual records and file management practices.
  • Demonstrated skill in the quality control of, and change management derived from, complex data sets.
  • Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
