About the position

The Transportation Operations Specialist (Motor) position is a developmental role within the General Services Administration (GSA), specifically in the Federal Acquisition Service (FAS), Office of Fleet Management (QMD) Zone 3, located in Bismarck, ND. This position utilizes a foundational knowledge of transportation to independently perform routine administrative and analytical work. The role is designed to progress through various grade levels, with responsibilities increasing in complexity and scope as the employee gains experience and completes required training. The position is not remote, but telework is eligible for those residing within 50 miles of the local commuting area. Occasional travel may be required for training purposes, but relocation expenses are not reimbursed. The position is permanent and full-time, with a competitive service designation and a promotion potential to GS-12 based on satisfactory performance and completion of Fleet Certification training. As a Transportation Operations Specialist, the employee will be responsible for managing the fleet of vehicles, ensuring compliance with regulatory and legislative requirements, and providing excellent customer service. The role includes tasks such as coordinating vehicle rotation programs, initiating vehicle procurement actions, and evaluating vehicle repair and maintenance needs. The employee will also assist in inspecting and evaluating major repairs and addressing customer complaints regarding fleet operations. The position requires a valid state driver's license and the ability to pass a background investigation. Candidates must demonstrate knowledge of fleet operations and possess strong analytical and communication skills to effectively manage and improve fleet management processes.

Responsibilities

  • Receives, prepares for assignment, and assigns or delivers new replacement vehicles to assigned customer activity locations.
  • Coordinates a vehicle rotation program by reviewing utilization patterns to achieve maximum efficiency and economy of fleet operations.
  • Participates in the initiation of vehicle procurement actions on replacement and additional vehicles based on established replacement standards and consultation with using agencies.
  • Ensures GSA-F new replacement vehicles are received, prepared for assignment, and assigned or delivered to customer locations under close guidance from higher graded specialists.
  • Ensures GSA-F vehicles are prepared for transport to auction facilities or for reissue.
  • Assists in determining vehicle repair and maintenance needs and provides initial recommendations to restore vehicles to good operating condition.
  • Inspects and evaluates major repairs, accident damage, high repair estimates, or complaints concerning quality and timeliness of vendors.
  • Evaluates both governmental and commercial partners' compliance with regulatory, legislative, and GSA-F policy requirements and guidance.
  • Reviews, measures, and recommends improvements in practices and procedures relating to customer service, cost control, and utilization of vehicles and other resources.
  • Analyzes program areas to identify weaknesses or opportunities for improvement.

Requirements

  • U.S. Citizenship or National (Residents of American Samoa and Swains Island).
  • Must have a valid state driver's license.
  • One year of specialized experience equivalent to the GS-07 level or higher in the federal service for GS-09 applicants.
  • One year of specialized experience equivalent to the GS-09 level or higher in the federal service for GS-11 applicants.
  • Education in fields related to accounting, business administration, economics, engineering, or transportation is preferred.
  • Ability to utilize automated data processing systems in the operation and analysis of Fleet Management processes.
  • Strong communication skills necessary to present recommendations and changes based on sound decisions.
