About the position

The Chief Financial Officer (CFO) of the Shakopee Mdewakanton Sioux Community (SMSC) plays a pivotal role in managing the business and financial services that support the tribe's mission and vision. This position is not just about overseeing financial operations; it is about being a strategic partner to the SMSC's Business Council, ensuring that the tribe maximizes the benefits derived from its financial resources. The CFO will be responsible for financial planning, budgeting, and forecasting, driving operational and financial performance to support the tribe's growth objectives. This role requires a comprehensive understanding of financial management within a tribal government context, as well as the ability to foster strong relationships with both the Business Council and General Council members. In this position, the CFO will manage the entire financial reporting portfolio of the SMSC, supporting business and economic development objectives through detailed forecasting. The successful candidate will be expected to plan, evaluate, develop, implement, and maintain services in compliance with established guidelines, while also serving as a member of the Business Council leadership team. The role emphasizes the importance of mentoring and developing team members' skills, thereby shaping the future of the organization. Responsibilities

  • Manage the business and financial services to support the tribal mission and vision.
  • Oversee the company's financial planning, budgeting, and forecasting.
  • Drive operational and financial performance to support the tribe's growth objectives.
  • Ensure maximum benefits from the expenditure of tribal financial resources.
  • Provide information and serve as a resource to others within the organization.
  • Achieve defined objectives by planning, evaluating, developing, implementing, and maintaining services in compliance with established guidelines.
  • Serve as a member of the Business Council leadership team.
  • Support business and economic development objectives with detailed forecasting.
  • Establish strong interpersonal and trusting working relationships with the SMSC Business Council and General Council members.

Requirements

  • Bachelor's degree in finance or related field; Master's degree and/or CPA strongly preferred.
  • 15+ years of progressively responsible professional accounting experience, preferably in tribal government or related fields.
  • Experience in managing an organization's IPS and investment portfolio, focusing on investment strategy, asset allocation, and performance monitoring.
  • Ability to manage cash flow planning processes and ensure funds availability.
  • Experience exploring new investment opportunities and providing recommendations on potential returns and risks.
  • Knowledge of Generally Accepted Accounting Principles, GASB, FASB, and other laws and regulations pertaining to financial accounting.
  • Experience with large scale, transformational and/or process improvement initiatives.
  • Strong understanding of process improvement methodology.
  • Working knowledge of budget preparation and analysis.
  • Experience in the implementation of financial/ERP systems in a complex environment.
  • Superior learning agility, problem analysis, and problem-solving skills.
  • Strong communication (verbal, written, interpersonal), presentation, and collaboration skills at the senior level.
