About the position

The Tribal Compliance Officer is responsible for working collaboratively with grant and contract project directors, tribal officials, and staff within the accounting and budget offices to ensure the effective management and compliance of all grants and contracts. This role requires close coordination to support adherence to relevant laws, regulations, and internal policies, ensuring that all financial and operational aspects of grants and contracts align with tribal and federal guidelines. The officer will monitor compliance, provide guidance on policy implementation, and assist in identifying and addressing any areas of concern to maintain transparency and accountability across all programs and projects.

Responsibilities

• Gather and maintain current files on institutional programs and projects.
• Assist in the administration of grant and contract finance and compliance, including project startup, closeout, and budgeting of funded projects.
• Ensure compliance through periodic financial and programmatic reviews of reports for grants and contracts.
• Provide guidance and training to project directors and tribal officials on startup activities, including establishing accurate, timely, and complete recordkeeping processes.
• Maintain open channels of communication and clear flow of information between department directors, Business Committee administration, and relevant grant funding agencies.
• Audit the expenditure of funds to ensure compliance with grant and contract stipulations, ensuring that expenditures are timely and appropriate.
• Establish and maintain a list of important contacts and phone numbers related to the grant process.
• Monitor the submission of SF-269 and SF-272 reports to ensure timeliness, accuracy, and completeness.
• Coordinate the development of grant and contract management checkpoint reports and customize them as needed for individual projects.
• Complete checkpoint reports quarterly to ensure that grant and contract recordkeeping, reporting requirements, and restrictions are met.
• Maintain a log of communications relevant to compliance matters.
• Monitor progress toward meeting grant and contract objectives and distribute copies of reports to appropriate tribal officials.
• Coordinate the preparation, assembly, and delivery of proposal documents.
• Assist with budget preparation and ensure monthly reconciliations are complete and accurate in relation to proposals and the Iowa Tribe.
• Perform other duties as assigned.

Requirements

• Strong knowledge of federal, state, private, and local grants and contracts awarded to the tribe.
• The ability to identify and resolve problems in a timely manner, gather and analyze information skillfully, and develop alternative solutions.
• Proficiency in computerized accounting practices and procedures, including financial reporting and reconciliation.
• Knowledge of grant and contract management, including compliance requirements and financial oversight.
• Ability to review and analyze financial reports to ensure adherence to regulatory and contractual guidelines.
• Effective oral, written, and interpersonal communication skills, with the ability to communicate logic, clarity, and persuasiveness.
• Proficiency in Microsoft Word, PowerPoint, Outlook, and Excel for documentation, reporting, and presentation purposes.
• The ability to participate in professional development programs focused on grant and contract management.
• Ability to work collaboratively and independently to achieve goals while maintaining a high level of organization and efficiency.
• Ability to work under pressure, use independent judgment, and produce quality work products within tight deadlines.
