About the position

The Tribal Medicaid Policy & Program Analyst serves as a Medicaid Tribal Liaison, focusing on the development, implementation, and oversight of Medicaid policies and programs that promote equity and inclusion for the Nine Federally-Recognized Tribes of Oregon. This role involves providing technical assistance, evaluating systems and operations of tribal Medicaid programs, and ensuring compliance with state and federal regulations. The analyst will work closely with various stakeholders, including Coordinated Care Organizations (CCOs) and internal teams, to enhance service delivery and support health equity initiatives.

Responsibilities

  • Provide technical assistance and evaluate systems, policies, and operations of tribal Medicaid programs.
  • Support the delivery of Medicaid services through Indian Health Care Providers.
  • Maintain Medicaid payment systems for the Oregon Health Plan's Fee-For-Service and Coordinated Care Organization's transactions.
  • Inform regulatory policy, standards, and procedures related to complex regulatory situations.
  • Authorize and distribute program funding, ensuring compliance with state and federal regulations.
  • Investigate and explain program activities to internal and external partners, federal and state agencies, and the public.
  • Manage or participate in external advisory committees and internal steering committees to gather feedback on proposed policies.

Requirements

  • A combination of experience and education equivalent to seven years of professional-level evaluative, analytical, and planning work.
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or a related field, along with four years of professional-level evaluative, analytical, and planning work.

Nice-to-haves

  • Knowledge of health services delivery systems, particularly the Oregon Health Plan/Medicaid Administration in Oregon.
  • Experience working with Community Mental Health Programs, Behavioral Health Service Providers, and Coordinated Care Organizations.
  • Knowledge about contracts/interagency/intergovernmental agreement administration and procurement.
  • Understanding of the Trust Responsibility and the government-to-government relationship between the state and the Nine Federally-Recognized Tribes of Oregon.
