About the position

The Mission Engineering Operations Analyst position at Associates Systems LLC is a critical role within the Office of the Undersecretary for Defense for Research and Engineering (OUSD(R&E)). This position requires a Top Secret/SCI clearance and involves providing mission engineering, analysis, and integration expertise to produce objective insights and analytic justification that inform future technology and capability investment decisions. The analyst will play a key role in the Planning, Programming, and Budgeting Execution (PPBE) process, aiding in the prioritization, alignment, and validation of requirements within the Joint Capabilities Integration and Development System (JCIDS). The ultimate goal is to deliver modernized capabilities that enable an all-domain joint force aligned with future Joint Warfighting Concepts. As a senior operations analyst, the employee will be part of a team that constructs, manages, and conducts discrete mission engineering and analysis study tasks. These tasks are designed to evaluate the efficacy of legacy architectures and new technologies and capabilities applied in new mission concepts of employment to meet evolving joint mission objectives. The analyst will assist in developing study plans, identifying necessary resources, socializing studies with stakeholders, executing studies, and authoring final reports. Additionally, the employee will serve as the maritime operations Subject Matter Expert (SME) for the Mission Threat Engineering Division, liaising with combatant commands, service research labs, program offices, and planners to gather data that supports modeling and simulation of Red, Blue, and Green systems and Concepts of Operations (CONOPs).

Responsibilities

  • Develop study plans for mission engineering studies.
  • Identify needed resources such as personnel and modeling tools.
  • Socialize the study with stakeholders to ensure alignment and support.
  • Execute the study according to established guidelines and methodologies.
  • Author the final report detailing the findings and recommendations of the study.
  • Serve as the maritime operations Subject Matter Expert (SME) for the Mission Threat Engineering Division.
  • Liaise with combatant commands, service research labs, program offices, and planners to gather necessary data.
  • Support modeling and simulation of Red, Blue, and Green systems and CONOPs.

Requirements

  • Bachelor's Degree in a relevant field.
  • Minimum of 10 years of relevant experience in mission engineering or related areas.
  • Active Top Secret clearance with SCI eligibility.

Nice-to-haves

  • Master's Degree in Operation Research or a certificate from Professional Military Education relevant to Military Training and/or Military Planning.
  • 15 years of operational experience in a related field.
  • Naval Weapons Tactics Instructor Certification or equivalent.
  • Experience planning and orchestrating Naval Surface Warfare Operations.
  • Experience working in the Joint Staff.
  • Experience analyzing system solutions to complex DoD problems.
  • Experience defining operational problems and using statistical analysis, simulations, or predictive modeling to develop solutions.
  • Expertise in Joint Force design, development, and application.
