About the position

The Texas Water Development Board (TWDB) is seeking a highly skilled Legal Assistant (Legal Assistant III) to support the Office of General Counsel (OGC). This position involves performing complex legal assistant work, which includes assisting attorneys in administering the Texas Public Information Act and managing contract packages. The Legal Assistant will work under limited supervision, exercising considerable initiative and independent judgment. The role requires effective communication with agency staff and external parties regarding public information requests, as well as the preparation and organization of legal documents and contracts. The Legal Assistant will also maintain calendars, schedule appointments, and may train other staff members as needed. This position is crucial in ensuring compliance with legal standards and supporting the agency's mission to secure a sustainable water future for Texas.

Responsibilities

  • Assist in tracking and responding to requests for public information.
  • Communicate with agency staff and outside parties about matters relating to the implementation of the public information act.
  • Coordinate the initial production of documents from agency departments and compile, review, redact, and organize documents for requestors.
  • Prepare, assemble, organize, and coordinate contract packages for legal and financial transactions.
  • Coordinate requests for information and documentation from outside financial assistance recipients.
  • Draft legal documents under attorney supervision based on templates created by OGC attorneys.
  • Draft correspondence and opinion requests involving legal interpretations and decisions under attorney supervision.
  • Assist in the preparation of rule packages and other documents submitted to the Texas Register.
  • Serve as backup for Board meeting processes.
  • Maintain confidential and sensitive information and ensure proper records retention procedures are followed.

Requirements

  • Graduation from an accredited four-year college or university with a bachelor's degree.
  • Five years of administrative or paralegal experience, with relevant education and experience substitutable on a year-for-year basis.
  • Knowledge of local, state, and federal laws and regulations relevant to the Texas Public Information Act and the Texas Water Development Board.
  • Skills in preparing contracts and related documents using templates and forms.
  • Ability to draft, prepare, and interpret legal documents, templates, and forms.

Nice-to-haves

  • Graduation from an accredited four-year college or university with a major in law, paralegal studies, public administration, or a related field.
  • Six years of administrative or paralegal experience.
  • Experience in a government agency, corporate law department, or law firm.
  • Certification from an accredited legal assistant program.
  • Two or more years working with the Texas Public Information Act.
  • Experience assisting attorneys with contract preparation.
