About the position

The Texas Water Development Board (TWDB) is seeking a highly qualified individual for the position of Deputy Chief Information Officer (Director IV). This role involves performing highly advanced work in alignment with the Chief Information Officer (CIO) and administering the daily operations and activities of the TWDB's Information Technology (IT) Division. The Deputy CIO will be responsible for establishing goals and objectives, developing guidelines, procedures, policies, rules, and regulations, as well as coordinating and evaluating the work of IT Division staff. This position requires a strategic mindset to ensure that projects, applications, and resources align with the agency's business goals and objectives. The Deputy CIO will also be tasked with monitoring budget expenditures, planning, assigning, and supervising the work of others, and ensuring compliance with relevant laws and regulations. In this role, the Deputy CIO will assist the CIO in directing all project activities within the IT Division, providing technical direction and guidance, and ensuring that system development processes and procedures are followed. The Deputy CIO will evaluate emerging software technologies, determine the selection of commercial off-the-shelf (COTS) versus custom application software, and monitor legislation for its impact on information technology programs and activities. Effective leadership and management of the IT Division are crucial, as the Deputy CIO will be responsible for authorizing hiring, separations, disciplinary actions, and employee performance rewards. The position requires maintaining confidential and sensitive information and ensuring that individual and team files are appropriately maintained according to the agency's records retention procedures. The ideal candidate will possess a strong background in IT management, project management, and public administration, with the ability to develop and maintain effective working relationships with agency personnel, Board members, consultants, and government officials. Responsibilities

  • Assist the Chief Information Officer (CIO) in directing all project activities within the Information Technology (IT) Division.
  • Develop the strategic direction for the division ensuring alignment with the agency's business goals and objectives.
  • Ensure system development processes and procedures are developed and followed, including project management and software development lifecycle methods.
  • Monitor compliance with the Information Resources Management Act and Texas Department of Information Resources rules and regulations.
  • Evaluate emerging software technologies and determine the selection of COTS versus custom application software.
  • Monitor legislation for impact on information technology programs and activities.
  • Provide effective leadership and management of the IT Division.
  • Authorize IT Division hiring, separations, disciplinary actions, and employee performance rewards.
  • Conduct performance evaluations and monitor performance against goals.
  • Ensure quality customer service from the IT Division to internal and external stakeholders.

Requirements

  • Graduation from an accredited four-year college or university with a bachelor's degree in Information Technology (IT) or a related field.
  • Eight years of relevant and progressively responsible IT experience.
  • Five years of experience managing significant IT projects, services, or staff.

Nice-to-haves

  • Previous experience successfully delivering IT-related projects with a State or other government organization.
  • Previous management experience, preferably with a State Agency.
  • Previous experience with contract management, preferably with a State Agency.
  • Experience building team environments and facilitating collaboration between IT and business program area stakeholders.
  • Experience with the software development lifecycle (SDLC) and change management.
