About the position

The Texas Water Development Board (TWDB) is seeking a Water Resources Engineer or Project Manager to lead flood risk reduction efforts across Texas. This role involves project management, technical analysis, and engineering evaluation of watershed study reports, ensuring compliance with Board rules and managing grant contracts for flood control planning projects. The position requires a proactive approach to managing complex projects and providing guidance on engineering matters, while also representing TWDB in various engagements.

Responsibilities

  • Perform project management work for flood risk reduction projects.
  • Manage grant contracts, schedules, budgets, and change orders.
  • Review applications for financial assistance and advise applicants on requirements.
  • Oversee engineering reviews and ensure compliance with TWDB rules.
  • Develop and manage professional services contracts and scopes of work.
  • Coordinate with federal and state agencies regarding projects.
  • Monitor project schedules, budgets, and invoice costs.
  • Conduct on-site observations to ensure compliance with project specifications.
  • Provide training for TWDB staff and applicants on engineering processes.
  • Assist in identifying process improvements within the department.

Requirements

  • Graduation from an accredited four-year college or university with major coursework in engineering or a related field.
  • Two years of experience in engineering or a related field for Engineer II or Project Manager III.
  • Three years of experience for Engineer III or Project Manager III-S.
  • Four years of experience for Engineer IV or Project Manager IV.
  • Six years of experience for Engineer V or Project Manager IV-S.
  • Licensed as a Professional Engineer (PE) in Texas or ability to obtain within six months of hire.

Nice-to-haves

  • Graduate degree in planning, civil/environmental engineering, or related field.
  • Certified Flood Plain Manager certification.
  • Experience with hydrologic and hydraulic modeling.
  • Knowledge of floodplain management regulations and permitting.
