About The Position

The Deputy Division Director at the Texas Department of Motor Vehicles (TxDMV) plays a crucial role in managing the Vehicle Titles and Registration (VTR) Division. This position involves supporting the Division Director in overseeing all division activities, developing policies, and ensuring compliance with regulations. The Deputy Director is responsible for establishing priorities, setting performance standards, and supervising staff to maintain high operational performance. The role requires significant interaction with various stakeholders and involves travel to represent the division at meetings and conferences.

Requirements

  • Graduation from a university with a bachelor's degree.
  • Seven (7) years progressively responsible professional experience in government or services related to program activities with some knowledge of vehicle titles and registration operations.
  • Five (5) years of demonstrated and progressively responsible managerial experience.
  • Advanced education may be substituted on a year-to-year basis with a maximum of 2 years.

Responsibilities

  • Assist the Division Director in overseeing all aspects of the division, ensuring alignment with strategic objectives.
  • Support the supervision of section leadership to ensure consistent compliance with state and federal regulations.
  • Assist in directing and coordinating assistance to county tax assessors-collectors.
  • Oversee the preparation of and monitor the Division's annual operating budget.
  • Review proposed legislation and assist in directing the implementation of legislation affecting vehicle titles and registration activities.
  • Assist in the preparation of legislative analyses, reports, and communication strategies to effectively convey the division's impact and priorities.
  • Provide recommendations for staffing, funding, and resource allocation to optimize division performance.
  • Stay abreast of and respond to state and federal laws, rules, and pending legislation that affect division responsibilities.
  • Contribute to the development of initiatives that improve operational efficiency and stakeholder satisfaction.
  • Represent the Department at national, state, and local level conferences and workshops concerning vehicle titles and registration; drive and travel to various locations to attend meetings and events.
  • Direct the Division in the absence of the Division Director; supervise professional and technical employees.
