About the position

The Texas Department of Motor Vehicles (TxDMV) is dedicated to serving, protecting, and advancing the interests of citizens and industries in Texas through quality motor vehicle-related services. The VTR Operations Specialist III position is a vital role within the Title Control Systems Section of the Vehicle Titles and Registration Division (VTR). This position primarily focuses on providing exceptional customer service related to vehicle titles and registration activities. The specialist will handle confidential and sensitive correspondence, ensuring compliance with both State and Federal vehicle titles and registration laws, rules, and regulations. The role requires extensive interaction with governmental agencies and the public, necessitating a high level of professionalism and discretion. In this position, the employee will work independently on various assignments, although unusual issues will be referred to a supervisor. The specialist will be responsible for providing routine information and assistance regarding vehicle titles and registration procedures, processing special applications, and preparing correspondence and reports. The role also involves retrieving and verifying title and registration information from databases, researching regulations to ensure compliance, and making complex decisions based on inquiries and software applications. Additionally, the specialist will maintain expertise in both resident and non-resident vehicle titles and registration laws, ensuring that all processes adhere to the Driver's Privacy Protection Act (DPPA). The position requires answering multi-line telephones, providing customer service, and maintaining a harmonious working relationship with coworkers and management. Physical demands include the ability to collect, deliver, or move items weighing up to 25 pounds. The role may require travel up to 5% of the time, including potential overnight travel, and may involve working extended hours, evenings, and weekends as needed. Regular attendance and adherence to approved work hours are essential to meet department policies and procedures.

Responsibilities

  • Provides routine information and assistance pertaining to vehicle titles and registration procedures, laws, rules and/or regulations.
  • Processes special applications and reports.
  • Prepares and edits correspondence, memos, and reports for proper format, spelling, grammar, punctuation, and style using a personal computer and applicable software.
  • Retrieves title and registration information from master files or databases and verifies against applications, forms, and original documents.
  • Researches and analyzes manuals, regulations, and laws to ensure compliance with established procedures and resolves problems.
  • Processes applications for titles and registrations which require special expertise or additional research.
  • Makes complex decisions based on interactive inquiries and dialog with appropriate titles and registration software applications.
  • Assists in analyzing and verifying evidence presented in support of applications for transfer of titles and registration for motor vehicles and approves/disapproves applications.
  • Maintains a specialized expertise in resident and non-resident vehicle titles and registration laws, rules, regulations, policies, and procedures.
  • Answers multi-line telephones and provides internal/external customer service, routes messages, and responds to inquiries through oral and written communications.
  • Maintains a harmonious working relationship with coworkers, management, and customers.
  • Collects, delivers, or moves boxes, mail, files, license plates, records or other items weighing up to 25 pounds each.
  • Performs additional/other job-related duties as assigned by the Supervisor or Lead Worker.

Requirements

  • Graduation from high school or equivalent plus two (2) years' experience in a high-volume customer service, data entry/management, clerical or general office administration environment.
  • A valid Class 'C' driver's license is required.
  • A satisfactory driving record is required for operating state or personal vehicles to conduct department business.

Nice-to-haves
