About the position

An executive level leadership position in the Planning Department responsible for leading and managing the UDO Implementation Division in the Planning, Design, and Development Department. The division consists of ensuring compliance with zoning, subdivision, bond administration and construction inspection. The position is expected to have technical expertise in one or more of the managed program areas. The Division Manager will report to the CLT Development Center Manager and have technical level expertise in a development related field.

Responsibilities

  • Works with the CLT Development Center Manager managing the UDO Board and Alternative Compliance Review Board.
  • Building on past planning permitting successes, and creating solutions and process improvements to improve customer experience.
  • Managing day to day operations of the Subdivision, Construction Inspection, Bond Administration and Zoning Compliance Teams.
  • Collaborating with the Entitlement Services Team on text amendments and policy issues related to the UDO.
  • Direct reports include technical work teams responsible for day-to-day compliance ranging in sizes from single lot development to large scale developments.
  • Establish relationships with community members, developers, designers, and agents to further the efforts of the division in close coordination with the Charlotte Development Center Executive Manager and the Customer Service Team.
  • Provide leadership in developing, monitoring and implementing the Division elements of the work program in collaboration with the CLT Development Center Executive Manager.
  • Develop, monitor and implement division budget in collaboration with the CLT Development Center Executive Manager.
  • Review and approve all division procurement and expenses.
  • Participate in Department's Executive Leadership Team and provide guidance for Leadership Team to help set major goals, initiatives and policies.
  • Participate in establishing citywide and departmental goals and initiatives.
  • Communicate and support the department's philosophy, goals and policies.
  • Represent the Department and Director with City Manager's Office, Senior Leadership Team, elected officials, Planning Commission, other departments, the development community, other agencies and the public.
  • Lead, manage and provide staff support to elected and appointed boards, commissions, committees and/or advisory groups.
  • Train, coach and evaluate direct reports in accordance with City and departmental policies.

Requirements

  • Bachelor's Degree with a minimum of 7 years of professional experience in the appropriate field of planning with specialization in planning, transportation planning, public administration, architecture, landscape architectural, engineering, construction, real estate, or related field.
  • Master's Degree with a minimum of 5 years of experience in the appropriate field is preferred.
  • 5 or more years of supervisory experience.

  • Master's degree preferred.
  • Professional Planner, Engineer, Architect, or Construction Manager.
