About the position

The Unclaimed Property Claims & Outreach Manager (WMS2) at the Washington State Department of Revenue is responsible for managing and directing the statewide functions of the Unclaimed Property Claims & Outreach team. This role focuses on reuniting unclaimed property, valued at over $2.2 billion, with its rightful owners or heirs. The position involves overseeing operations, developing policies, and ensuring compliance with unclaimed property laws while leading a team dedicated to enhancing customer service and program effectiveness.

Responsibilities

  • Manage and direct the statewide functions of the Unclaimed Property Claims & Outreach team.
  • Ensure unclaimed property operations processes meet legislative intent and maintain financial controls.
  • Develop policies and strategies for the statewide program to reunite owners with unclaimed property.
  • Act as contract manager for the vendor managing the unclaimed property securities portfolio worth over $60 million.
  • Evaluate vendor performance and make decisions regarding contract extensions or terminations.
  • Develop and implement unclaimed property administration policies and strategies to achieve agency goals.
  • Lead and mentor staff, providing training and professional development opportunities.
  • Conduct brief adjudicative proceedings related to unclaimed property actions.

Requirements

  • At least 3 years' experience in unclaimed property, tax administration, information technology, project management, program management, or legislative implementation.
  • Advanced knowledge of policy development, strategic planning, and general management principles.
  • Ability to employ tactical and strategic thinking to understand agency-wide operations and policy.
  • Working knowledge of project management and effective leadership skills.
  • Understanding of collective bargaining agreements and personnel rules.

Nice-to-haves

  • Bachelor's degree in Business Administration, Accounting, Public Administration, or a closely allied field.
  • One year of experience as a Department of Revenue Excise Tax Examiner 3 or 4.
  • Understanding of Lean process improvement methods.
  • Experience leading multidisciplinary teams.
