About the position

The Unit Chief for Purchasing Services at the New York City Comptroller's Office is responsible for overseeing procurement operations, ensuring timely processing of purchasing needs, and developing strategies to maximize competition while adhering to city procurement policies. This role involves direct supervision of staff and collaboration with various bureaus to facilitate contract awards and compliance with regulations.

Responsibilities

• Review and approve work of subordinates for effectiveness, efficiency, and compliance with agency guidelines and procedures.
• Ensure timely processing of requisitions and that specifications are current and appropriate.
• Develop and implement procurement strategies to maximize competition while ensuring compliance with New York City's Procurement Policy Board (PPB) Rules.
• Review solicitation documents for various procurement methods, including micro purchases, small purchases, RFPs, and intergovernmental purchases.
• Collaborate with Comptroller's Bureaus to facilitate expeditious review and approval of solicitations and contract awards.
• Assist in the development of contract award documents, including contracts and/or purchase orders.
• Monitor compliance with Minority and Women-Owned Business Enterprises policies and procedures.
• Prepare documents for registration in the City's Financial Management System (FMS).
• Perform other related assignments and special projects as required.

Requirements

• A baccalaureate degree from an accredited college.
• Four years of full-time satisfactory professional experience in purchasing, procurement, contract administration, or a related field, with at least eighteen months in an administrative, managerial, or executive capacity supervising professional personnel.
• Possession of an acceptable professional procurement certification may substitute for up to one year of the required experience.
