About the position

This is a part-time position, averaging up to 19 hours per week, where you will provide comprehensive Budget Analyst support to the Plans and Program Division within the US Air Force Life Cycle Management Center located at Wright-Patterson Air Force Base (WPAFB) in Dayton, Ohio. In this role, you will be responsible for delivering financial management support across various areas, including financial analysis, cost estimating, and program integration. You will work closely with the F/B Directorate Chief Financial Officer and the entire F/B PEO portfolio, ensuring that senior management is kept informed about the progress of programs and any significant financial developments that may impact the mission. Your responsibilities will include applying your expertise in financial management guidance and regulations, such as FMR 7000.14R, AFI 65-601 Vol. 1 and 2, AFI 65-508, AFMAN 65-604, and GAO Fiscal Principles of Federal Appropriation Law. You will be tasked with providing recommendations, identifying sources of program shortfalls, preparing reprogramming packages, and offering policy guidance on all USAF appropriations. Additionally, you will perform daily verification of forecast accuracy in the Web CCaRS system, assist in maintaining user accounts and privileges, and ensure the CCaRS database is tailored to meet the Government's unique requirements. Your role will also involve populating the requirements portion of the CCaRS database with existing source data provided by Government organizations, monitoring the accuracy of the organization's data, and assisting in the sustainment and database administration of the CCaRS application. This includes program planning, financial budgeting, financial management, tracking and reporting, and evaluating metrics to ensure effective financial oversight and management.

Responsibilities

  • Provide full-spectrum Budget Analyst support to the Plans and Program Division within the US Air Force Life Cycle Management Center.
  • Deliver financial management support in financial analysis, cost estimating, and program integration.
  • Assist the F/B Directorate Chief Financial Officer and the entire F/B PEO portfolio.
  • Keep senior management informed of program progress and significant financial developments.
  • Apply expertise in financial management guidance and regulations.
  • Provide recommendations and identify sources of program shortfalls.
  • Prepare below threshold and above threshold reprogramming packages.
  • Prepare realignment requests and provide policy guidance on USAF appropriations.
  • Perform daily verification of forecast accuracy in Web CCaRS.
  • Assist in maintaining CCaRS user accounts and privileges.
  • Populate the CCaRS with user accounts, budget structures, and custom field reporting.
  • Assist in sustainment and database administration of the CCaRS application.
  • Monitor the accuracy of the Government's organization data.

Requirements

  • U.S. Citizenship is required due to the sensitivity of customer-related requirements.
  • High School Diploma plus 20 years of experience, Associate's degree plus 14 years, Bachelor's degree plus 12 years, or Master's degree plus 10 years of experience is required.
  • Active Secret security clearance is required.
  • Expertise in monitoring the flow of USAF funds via Congressional actions and budget authority.
  • Minimum of 2 years of experience with system administration of the CCAR application.
  • Documentation demonstrating successful completion of the CCAR Basic System Administrator Training course(s) is required.
