About the position

The Urban Forestry Program Manager position is a vital role within the City of Durham's General Services Department, dedicated to enhancing the community's quality of life through effective urban forestry practices. This full-time position operates Monday to Friday from 6:30 a.m. to 3:00 p.m., focusing on providing comprehensive physical, technical, and administrative support to the Urban Forestry Division. The incumbent will be responsible for overseeing tree planting, maintenance, risk management, and inventory programs, as well as managing grants and contracts related to these initiatives. As a subject matter expert, the Urban Forestry Program Manager will ensure quality control and serve as a liaison with contractors and volunteers involved in various arboricultural activities. The role requires the development and execution of tree planting and young tree management plans, alongside public outreach efforts to engage the community in urban forestry initiatives. The manager will also coordinate the implementation of the City’s annual tree planting and maintenance program, which includes managing a significant USDA grant aimed at enhancing urban forestry efforts. In addition to these responsibilities, the position involves data gathering, report preparation, and maintaining records and databases related to tree planting and maintenance. The Urban Forestry Program Manager will also participate in emergency storm response and collaborate with various stakeholders, including government agencies, non-profits, and citizens, to promote urban forestry goals. This role is essential for ensuring the sustainability and health of Durham's urban forest, contributing to the overall well-being of the community.

Responsibilities

  • Provide physical, technical, and administrative support to the Urban Forestry Division.
  • Oversee tree planting, maintenance, risk management, and inventory programs.
  • Manage the writing and execution of grants and grant-funded contracts.
  • Serve as a liaison and quality-control guarantor with contractors and volunteers.
  • Develop and implement the City's annual tree planting and maintenance program.
  • Coordinate work performed by contractors and inspect their work for quality control.
  • Assist with budget planning and approve purchases related to urban forestry.
  • Maintain records and databases for tree planting and maintenance activities.
  • Conduct outreach and public engagement activities related to tree planting projects.
  • Research, write, and submit grant proposals for tree planting and maintenance projects.

Requirements

  • Associate's degree or equivalent experience.
  • Three years of work-related experience in urban forestry or related field.
  • One year of experience in tree inventory, mapping, planting, and maintenance.
  • One year of experience in grant writing and administration.
  • International Society of Arboriculture (ISA) certification or eligibility to obtain it within 6 months of hire.
  • Lead or supervisory experience in a relevant field.
  • Valid North Carolina Class C Driver's License.

Nice-to-haves

  • Bachelor's degree in a related field.
  • Valid North Carolina Class A Commercial Driver's License.
  • Experience managing a tree planting program with in-house and/or contract crews.
  • North Carolina Pesticide Applicator's License.
  • Experience in municipal or commercial arboriculture.
