About the position
The Chief of Party (COP) will oversee the successful performance of the SOERA program, managing the IDIQ and all Task Orders while providing guidance and oversight to program staff. This role is critical in delivering technical results as outlined in the program's State of Work (SOW) and will be based in Kyiv, Ukraine for at least 75% of the time. The position offers housing allowance, danger pay, and other allowances for U.S. government contractors in Kyiv.
Responsibilities
- Manage the IDIQ and all Task Orders for the SOERA program.
- Guide and provide oversight for all program staff members.
- Lead delivery of technical results as outlined in the program's State of Work (SOW).
- Establish productive relationships with senior government officials, the business community, civil society, and international donors.
- Adapt team management strategies to changing contexts and realities.
Requirements
- Proven track record leading international donor supported contracts of similar size, scope, and/or complexity.
- At least 12 years of experience in the implementation and management of international donor-funded energy projects, with at least 5 years in a senior-level management position.
- Extensive technical expertise in privatization, corporate governance, anticorruption, policy, legal and regulatory reform, SOE reform, and performance improvement.
- Demonstrated strong leadership and human resource management skills.
- Knowledge of USAID rules, regulations, and policies.
- Bachelor's degree required.
- Must be legally authorized to work in the United States without the need for employer sponsorship.
Nice-to-haves
- Knowledge of, and experience with Ukraine and relevant key institutions.
- Ukrainian language skills.
