USCYBERCOM Senior Program Manager

About the position

As Senior Program Manager supporting the US Cyber Command (USCYBERCOM) J2 based at Ft. Meade (MD), you will have the opportunity to manage a 200-million-dollar contract. This Program Manager will serve as the main point of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager, and the Contractor's senior management team. The ideal candidate will be an experienced Program Manager with a practical understanding of Cyber analysis and operations and have previous experience supporting USCYBERCOM. This position is contingent upon award.

Responsibilities

• Directly contributes to the program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
• Ensures proper performance of tasks necessary to ensure the most efficient and effective execution of the contract.
• Utilizes expert communication skills needed to direct the skilled resources and report on the progress, issues, and problem areas, as well as write and review programmatic documents.
• Ensures the timely recruitment and training of program staff - both direct and indirect.
• Manages teams of contract support personnel deployed in CONUS and OCONUS locations.
• Maintains and manages the client interface at the senior levels of the client organization.
• Meets with customer and contractor personnel to formulate and review task plans and deliverable items.
• Ensures conformance with program task schedules and costs.
• Establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and delegates responsibilities to subordinates and oversees the successful completion of all assigned tasks.

Requirements

• A minimum of twelve (10) years of experience performing program management functions plus a master's degree in related field -OR- at least seventeen (15) years of program management experience with a Bachelor's degree in related field.
• Program Management Professional (PMP) certification accredited by the Project Management Institute (PMI).
• Current TS/SCI Clearance with Polygraph.

Nice-to-haves

• Experience with USCYBERCOM J2 is highly desired.
• Experience with USCYBERCOM's mission, personnel, organization and capabilities.
• Experience supporting and/or performing counterintelligence analysis and/or operations, including both headquarters support and field experience.
• Excellent interpersonal skills, including the ability and willingness to initiate and manage relationships across the organizations and manage relationships across the customer leadership team.
• Experience managing large ($100M+) programs.
• Expertise in developing strategies and driving business growth.
• Proven skills in manpower utilization, procurement, training, problem resolution, and employee relations.
• Ability to attract, train, develop, manage, and retain high performing staff.
