About the position

The USRAP Operations Advisor will manage and coordinate with Department of State-funded System Solution Champions (SSCs) at Resettlement Support Centers (RSCs) to enhance the refugee processing workflow. This role involves collaboration with the Refugee Processing Center (RPC) to implement new USRAP initiatives and improve the functionality of the START system for refugee processing. The position is a one-year contract with a potential five-year extension based on funding availability.

Responsibilities

• Identify change management needs and software enhancements by coordinating with RSC SSCs.
• Manage a community of practice of SSCs to standardize best practices and collect feedback.
• Lead trainings, presentations, and workshops with domestic and international partners regarding START development.
• Develop Standard Operating Procedures (SOPs) and Job Aids for RSC stakeholders.
• Discuss USRAP processing issues with stakeholders and provide recommendations for issue resolution.
• Support the collection and reporting of requirements-related metrics.
• Maintain knowledge of relevant RPC technology.
• Perform other duties as assigned.

Requirements

• Undergraduate degree from an accredited university or equivalent experience required.
• At least five years of relevant experience in similar work.
• Knowledge of the USRAP required; experience with a national Resettlement Agency preferred.
• Familiarity with ServiceNow and Agile preferred.
• Excellent written and verbal communication skills; ability to simplify complex information.
• Strong analytical, problem-solving, and communication skills.
• Ability to multitask and prioritize efficiently.
• Must be a U.S. citizen and eligible for a Secret level security clearance.

Nice-to-haves

• Experience working at a national Resettlement Agency or local resettlement affiliate agency preferred.
• Familiarity with ServiceNow and Agile preferred.
