About the position

The City of Riverside, Public Utilities Department (RPU) is seeking a qualified candidate for the position of Utilities Electrical Engineering Manager (Non-Classified) to oversee the Electric Engineering Division. This role is pivotal in managing multiple engineering sections, developing and administering policies and programs, and ensuring the delivery of high-quality services to the community. The successful candidate will be responsible for planning, assigning, supervising, and managing professional engineering work, while also participating in the development and implementation of goals, objectives, policies, and priorities for environmental, health, and safety programs. As the Utilities Electrical Engineering Manager, you will set project priorities, monitor progress, and coordinate engineering activities with other city departments and outside agencies. You will supervise the preparation and administration of engineering programs, special studies, and reports, while managing the development of plans and estimates for construction and major repairs of electrical systems. This includes overseeing the preparation of multi-year budgets and Capital Improvement Programs for electric utility engineering sections. In addition to technical responsibilities, the role requires strong leadership skills, as you will select, supervise, train, and evaluate professional and technical staff. You will also manage the development of professional contracts with consultants and other utility agencies, ensuring compliance with standard electric utility practices. The position may require serving as a representative to various city commissions and committees on electric utility matters, and acting as the Utilities Assistant General Manager / Energy Delivery as needed.

Responsibilities

  • Plan, assign, supervise, and manage professional engineering work in multiple engineering sections.
  • Develop and administer policies and programs related to environmental, health, and safety.
  • Set project priorities and monitor progress of engineering activities.
  • Coordinate engineering activities with other City departments and outside agencies.
  • Supervise the preparation and administration of engineering programs and special studies.
  • Manage the preparation of multi-year budgets for electric utility engineering sections.
  • Oversee the development of plans and estimates for construction and major repairs of electrical systems.
  • Manage the development of professional contracts with consultants and other utilities agencies.
  • Review and approve engineering drawings, work orders, and purchase orders.
  • Serve as a representative to City commissions, boards, and committees on electric utility matters.

Requirements

  • Bachelor's degree in electrical, mechanical, or civil engineering or closely related field from an accredited college or university.
  • Five years of experience in professional engineering work with management level responsibilities in an electric utility.
  • Possession of a valid class 'C' California Motor Vehicle Operator's License.
  • Registration in California as a Professional Engineer (Electrical, Mechanical, Civil, or related field).

Nice-to-haves

  • Progressively responsible engineering work experience in distribution system planning, engineering, asset management, or project management.
  • Lead or supervisory experience managing a diverse workforce and overall project management.
  • Experience managing distribution and sub-transmission system planning processes.
  • Experience evaluating and resolving complex technical or management issues.
  • Experience with principles and practices of electrical engineering applied to distribution, transmission, and substation system planning.
