About the position

The Utility Billing Clerk is responsible for managing utility billing operations for the City of Lansing. This role involves interacting with the public, processing utility payments, maintaining accounts, and ensuring accurate billing and reporting. The clerk plays a crucial role in customer service and financial transactions related to sewer and solid waste utility accounts.

Responsibilities

  • Greets the public cheerfully and answers the main City telephone lines, responding to citizens' inquiries and service complaints.
  • Opens, maintains, closes, and issues adjustments for sewer and solid waste utility accounts.
  • Prepares and mails monthly utility billings and processes supporting reports for utility billing.
  • Answers correspondence regarding utility billing accounts.
  • Accepts and receipts utility payments and various other payments over the counter, through the mail, and from the night depository.
  • Receipts monies from City Departments.
  • Posts deposits to the appropriate customer, assuring accuracy and timeliness.
  • Provides refunds or credits to customers when appropriate.
  • Balances daily utility billing and general cash drawer receipts, and prepares daily bank deposits.
  • Processes electronic transfer of utility payments (ACH).
  • Prepares information regarding delinquent utility accounts for 3rd party collection and develops ordinances levying assessments for the County Clerk.
  • Communicates with various parties about billing such as Lan-Del, Water District 8, and the refuse hauler.
  • Maintains a log of requests for information or complaints.
  • Annually updates residential wastewater usage figures and adjusts billing for accounts.
  • Sorts and distributes daily mail.
  • Arranges customer payment plans within guidelines.
  • Files records and reports.
  • Reviews water usage to determine if there is an error in wastewater billing and works with supervisor to make adjustments.
  • Develops policy and procedure recommendations for the utility billing operation.
  • Researches issues as directed by the Finance Director, City Administrator, and Mayor.
  • Provides typing, filing, and other general office services to the Finance Department.
  • Assists the City Clerk with department coverage.
  • Communicates with water district and waste removal contractors regarding concerns over customer accounts or services.
  • Performs other related duties as deemed necessary or required.

Requirements
