About the position

The Utility Billing Office Administrator is responsible for performing general utility billing related tasks for water and electric accounts. This includes the creation of monthly bill runs and daily final bill runs, as well as managing collections on all water and electric accounts. The role requires providing customer service that aligns with the organization's values and mission statement. The position operates under the general supervision of the Utility Billing Supervisor and is classified as non-exempt. The administrator will utilize various software and technology to create and manage billing processes, ensuring accuracy and efficiency in all operations. Key responsibilities include processing monthly and final bill runs, which involves creating service orders based on audit reports and managing the mailing of final bills for customers ending their utility service. The administrator will also handle collections by generating delinquency reports, sending out collection letters, and preparing year-end files for the Tax Assessor. Additionally, the role requires maintaining the customer account database, performing account research, and assisting with customer inquiries related to billing functions. The Utility Billing Office Administrator will also engage in cross-training activities, processing service orders and work orders, and supporting ongoing department projects related to billing systems and customer service. Responsibilities

  • Creates monthly bill run using applicable software, hardware, and technology.
  • Runs and reviews bill audit reports and re-read sheets.
  • Creates service orders based on results of route reports.
  • Creates and mails Final Bills for all customers ending utility service.
  • Assists with creating various excel based reports out of billing software as needed.
  • Runs delinquencies and creates a mail merge to send out delinquent letters to all past due customers.
  • Prepares year end file of delinquent customers to turn over to Tax Assessor.
  • Generates declined payment list out of payment software and follows up with customers as needed.
  • Reviews customer account database for ongoing accuracy.
  • Performs account research and analyses for other departments and customers as needed.
  • Completes annual year-end processes that include updating utility rates in billing software.
  • Receives and responds to customer inquiries and needs concerning water and electric billing functions.
  • Creates service orders for water and electric staff.
  • Assists customers at Utility window and answers incoming phone calls.
  • Assists with new tenant, new owner, change of address and title company requests received by phone, email, or in-person.
  • Assists utility customers with online account registration and payment.
  • Processes Water and Electric No Use letters, service orders, work orders, and account updates.
  • Supports office in ongoing department projects that relate to billing systems, customer service, and utility rates.

Requirements

  • High School Diploma or equivalent.
  • Course work in accounting, bookkeeping, or related field.
  • Two years of experience in Business, Collections, or Finance including customer service work.
  • Proficient with Microsoft Word, Excel, and Outlook (Email).
  • Basic understanding of computers and online computer-based technology applications.
  • Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.
