About the position

The Utility Claims Field Representative at El Paso Water Utilities is responsible for investigating, evaluating, and negotiating property damage and personal injury claims. This role involves direct interaction with customers, assessing damages, and providing guidance on claims procedures. The representative will prepare detailed reports, coordinate with various departments, and ensure compliance with utility policies and regulations.

Responsibilities

  • Receive, investigate, and recommend disposition on property damage and personal injury claims.
  • Make initial contact with customers, assess damages and injuries, and explain liability issues to customers.
  • Advise customers on procedures for submitting written claims.
  • Interpret and apply utility policies, procedures, and regulations.
  • Prepare claims narrative report(s) for documentation purposes, outlining the facts and applying the applicable sections of the Texas Tort Claims Act.
  • Coordinate cleanup and other remedial efforts as authorized.
  • Evaluate claims and recommend dispositions and negotiate possible settlements with claimants to avoid litigation costs.
  • Maintain accurate logs of information gathered on all claims.
  • Investigate motor vehicle accidents as assigned.
  • Perform prompt field investigations, including meeting with customers and contractors to discuss property damage or injury.
  • Identify and interview witnesses or other parties involved, and document observations through photographs and reports.
  • Conduct online research and verification of property ownership.
  • Coordinate with contractors, consultants, utility, and other departments to mitigate and resolve issues.
  • Write reports and upload information promptly to the record management system.
  • Communicate claim decisions and generate notification letters to claimants.
  • Compile data and analyze trends, generating and maintaining periodic reports.
  • Prepare and conduct presentations, making recommendations for improvement of systems, processes, or policies.
  • Represent the department in meetings and provide technical guidance.
  • Supervise assigned personnel, including scheduling, assigning, instructing, and checking work.

Requirements

  • Bachelor's Degree or higher in Business or Public Administration, Risk Management or related field, and two (2) years of professional experience investigating, evaluating, and negotiating property damage and personal injury claims, or in construction or code enforcement field investigation.
  • High School Diploma or GED plus six (6) years of experience investigating, evaluating, and negotiating property damage or personal injury claims, or construction or code enforcement field investigation experience.
  • Valid Texas Class 'C' Driver's License or equivalent from another state by the time of appointment.
  • Texas Property and Casualty Adjuster or All Lines License, or 30 hours All lines or Property and Casualty Adjuster Certificate or OSHA 30 hours Construction or General Industry Certificate within six (6) months of appointment.
