About the position

The Electric Utility Finance Manager for the City of Moreno Valley is responsible for overseeing all financial-related activities within the Electric Utility Division. This includes managing operating and capital budgets, financial reporting, forecasting, and rate administration. The role requires strong project management skills and the ability to work under time constraints while maintaining accuracy and confidentiality. The manager will also coordinate with various departments and represent the City in regulatory matters.

Responsibilities

  • Plan, direct and review all utility financial-related activities.
  • Manage operating and capital budgets, accounting and financial reporting.
  • Conduct financial forecasting and bond issuances.
  • Oversee rate administration and utility billing processes.
  • Coordinate IT initiatives with the City's IT Department.
  • Prepare financial forecasts and reports for regulatory agencies.
  • Develop performance measures and monitor operational costs.
  • Supervise and evaluate professional and technical staff.
  • Serve as department representative on various committees and organizations.

Requirements

  • 5 years of project management experience.
  • Strong organizational and time management skills.
  • Ability to manage multiple complex tasks independently.
  • Experience in financial accounting and reporting.
  • Knowledge of utility billing and customer information systems.
