About the position

The Business Class Leader (BCL) for Utility Management Services (UMS) at HDR is responsible for managing and growing the UMS Business Class in Northern California. This role involves providing national leadership in developing, coordinating, and improving technical services for municipal water, wastewater, and stormwater utility support services. The BCL will oversee a range of projects, implement best management practices, and ensure technical excellence while fostering staff development and marketing strategies.

Responsibilities

  • Manage and grow the UMS Business Class for the Northern California Area.
  • Provide technical support for projects including condition assessment and rehabilitation of utility facilities.
  • Recruit, select, train, develop, and manage technical personnel.
  • Supervise business class group leaders, engineers, and technical staff.
  • Participate in delivery of project services through planning and design phases.
  • Market and deliver UMS services to existing and potential clients.
  • Implement effective quality assurance and quality control measures.
  • Support drinking water, wastewater, and stormwater opportunities and projects.
  • Participate in business class strategic planning, budgeting, and plan implementation.

Requirements

  • Bachelor's degree in a Professional, Architecture, Engineering or closely related field.
  • 10 years of experience in the field.
  • Maintains a professional or engineering registration with related technical experience.
  • Demonstrated leadership experience of at least 10 years.
  • Experience in developing water, wastewater, and/or stormwater master plans and asset management programs.

Nice-to-haves

  • California PE license or ability to obtain reciprocity within 6 months.
  • Project Management Professional (PMP) or equivalent certification.
  • Master's degree in civil, environmental, or related technical discipline within the water sector.
  • Experience with database assessments and GIS analysis.
  • Active engagement in professional or industry associations.
