About the position

The Oregon Health Authority (OHA) is seeking an experienced Operations and Policy Analyst to serve as the Veterans Behavioral Healthcare Liaison. This role is pivotal in fostering collaboration between the OHA, the Oregon Department of Veterans' Affairs (ODVA), Oregon Housing and Community Services (OHCS), and various local, state, and federal officials, as well as community partners. The primary focus of this position is to address and promote behavioral health care issues, benefits, and entitlements for veterans and military service members across the state of Oregon. In this capacity, the analyst will conduct research on trending topics relevant to veterans' behavioral health care, identifying actionable items at both state and local levels. The role involves developing potential legislation in collaboration with the department policy coordinator and ODVA, advising OHA staff on rulemaking and best practices, and testifying on legislative matters related to veterans' behavioral health care. The analyst will also work to discover and develop solutions to various barriers that veterans face in accessing and utilizing behavioral health care, including unique challenges faced by women veterans and underserved populations such as homeless, LGBTQ, rural, and tribal veterans. Additionally, the position addresses the critical issue of the disproportionately high suicide rates among Oregon veterans and military service members. This full-time, permanent position is classified as management service and is not represented by a union. The primary office location is at the Portland State Office Building, with the possibility of changing work locations at the discretion of the hiring manager.

Responsibilities

  • Serve as a liaison between OHA, ODVA, OHCS, and community partners on veterans' behavioral health care issues.
  • Research trending topics and determine actionable items on a state or local level.
  • Develop potential legislation impacting veterans' behavioral health care in cooperation with department policy coordinator and ODVA.
  • Advise OHA staff on rulemaking, contracting, and best practices for serving veterans' behavioral health needs.
  • Testify on legislative issues related to veterans' behavioral health care as necessary.
  • Identify and develop solutions for barriers to access and utilization of behavioral health care for veterans and military service members.
  • Address unique challenges faced by women veterans and underserved populations in accessing behavioral health care.
  • Tackle the high rate of suicide among Oregon veterans and military service members.

Requirements

  • A combination of experience or education equivalent to eight years of experience coordinating or administering a program.
  • A degree in Business or Public Administration, Behavioral or Social Sciences, or a related field can substitute for some required experience: Associate's Degree equals 18 months, Bachelor's Degree equals three years, Master's Degree equals four years, Doctorate Degree equals five years of experience.
