About the position

WSP is initiating a search for a Vice President, Fare Collection Program Manager in our Miami, FL office. The Program Manager will be the senior executive accountable for ensuring the on-schedule delivery of the fare program. The Fare Collection Program Manager will be responsible and accountable for the fare program execution plan and its on-schedule delivery. The program manager will direct all oversight of the systems integrator and the design-build entity, as well as provide direct oversight for program office staff and consultants. The program manager will also engage and interact closely with the stakeholder departments, partner organizations, and client senior management. The Program Manager is a versatile senior leader who has successfully managed capital programs of various sizes and complexities. They must have extensive experience in capital program management, public-private partnerships, and effective leadership of large, complex organizations, preferably in the public sector. Additionally, the Program Manager must possess the political and management acumen to operate at the senior levels of transit agencies. Leading a team of professionals to successfully deliver the program, overseeing and managing the program office staff, consultant team, and other staff assigned to the fare program as part of the integrated program team. Overseeing the Systems Integrator to ensure their contract scope, schedule, and technical requirements are met to support the delivery of the fare program within the defined implementation timeframe. Directing day-to-day fare program operations across specific disciplines such as design, permitting, technology implementation, policy and legislative change, operations interface, contract management, fiscal management, safety, testing, and commissioning. Recruitment and retention of staff and consultants across multiple disciplines to resource the program office. Managing and ensuring the development of policies and procedures to guide the Systems Integrator, Design-Build Entity, and fare program staff and consultants, working closely with the Capital Delivery department to align policies and procedures for all design and construction activities. Managing and ensuring program and project control systems to manage costs and schedule performance are in place and are used to proactively identify potential issues before they impact project cost or schedule. Ensuring that document controls and record-keeping system requirements are consistently being followed. Ensuring that contractual issues of all parties involved in the fare program are managed and addressed. This includes coordinating with the Procurement and Legal departments. Reviewing, negotiating, and approving project change orders, amendments, change requests, and delay claims, including coordinating with the client's related departments. Assisting with developing new or revised operating rules, special orders, and fare policies as required. Managing implementation of required network communications infrastructure upgrades. Amending interoperability agreements with regional transit authorities as needed. Coordinating with client departments throughout the fare program delivery to ensure a seamless handover of the completed program. Reporting regularly on project status in a format that can be used internally and externally. Oversee all aspects of public communication, outreach, and stakeholder engagement for the Fare Program. Making regular project status and performance presentations to the client's Executive Committee. Progress reports must include schedule and budget updates, timely identification and explanation of issues requiring action by the client, and sufficient information for informed decision-making. The role will also include other duties and responsibilities associated with managing the fare program, as well as any related duties and projects assigned.

Requirements

  • Bachelor's Degree in Engineering, or closely related discipline.
  • 12 years of relevant post education experience in engineering, prior transit and rail experience, and infrastructure design.
  • Demonstrated success as the senior responsible leader in charge of delivering a significant program or a project at a similar scale.
  • Demonstrated experience with leading and managing multi-million-dollar construction programs in the public or private sector.
  • Demonstrated experience working collaboratively with transit agencies, private partners, and governance boards.
  • Strong communication skills.
  • Demonstrated experience communicating with the press and public media.

Nice-to-haves

  • Master's Degree in Engineering.
  • Experience implementing an extensive fare collection program.
  • A certified Construction Manager or Program Management Professional certification is preferred.
